    Description

    The Associate Director, Legislative Affairs will serve as a member of the American College of Cardiology's (ACC) lobbying team, participating in the development and promotion of ACC's legislative agenda with Congress, working to identify legislative policy opportunities, and developing and maintaining contacts on Capitol Hill through regular interaction with members of Congress and their congressional staff.


    This position is based in Washington, DC where we have a hybrid work environment (roughly 40% of the time in the office).


    Major Duties and Responsibilities:

    • Lobby at the federal level in support of ACC-approved policy issues on behalf of the cardiovascular profession and the patients for whom cardiovascular specialists provide care.
    • Monitor and analyze federal legislative actions on issues of relevance to the delivery of cardiovascular specialty health care.
    • Provide direction and assistance to ACC members and state Chapters on legislative issues.
    • Report on significant legislative policy developments of interest to the College, including congressional and other public hearings, markups, and floor action.
    • Develop and maintain contacts with Congress (for example, health subcommittee members and their staff), the administration and other government entities, i.e., CBO, ONC
    • Seek opportunities for ACC to testify at Congressional hearings and for ACC members on panels at public events.
    • Serve as a partner with the HeartPAC and grassroots development area in developing, directing and implementing a political and grassroots strategy for communicating with federal legislators, including political education, legislative conferences, and district visits, along with attending in-person fundraisers.
    • Prepare appropriate briefing materials, position papers, and testimony on legislative issues relevant to the cardiovascular specialist.
    • Participate in the development of advocacy content for College newsletters (print and electronic) and web site.
    • Provide counsel and staffing support for Advocacy and other College committees.
    • Serve as ACC spokesperson/expert and policy advisor on assigned issues; represent the ACC and work within and outside the ACC with other associations and organizations, represent as appropriate the ACC as needed in meetings, coalitions, and public forums.

    Required Qualifications:

    • Bachelor's degree in political science or related field.
    • 6 + years of professional experience in federal lobbying and/or experience in government relations activities, preferably in liaison with congressional health subcommittees and/or agencies of the Department of Health and Human Services.
    • Ability to analyze and discuss the potential impact of health-related legislation and the surrounding political environment.
    • Skill in analyzing complex subjects quickly, researching and providing logical presentations both orally and in writing.
    • Demonstrated success working in a team environment, communicating ideas and issues with tact and diplomacy; and resolving problems collaboratively among members, collateral organizations/agencies, and the ACC staff.
    • Ability to develop and maintain contacts on Capitol Hill and interact with members of Congress and their congressional staff both at the legislative and political levels, often outside of "normal" 9-5 business hours.

    Desired Qualifications:

    • Association or non-profit experience.
    • Exposure to/experience with the following health policy areas: Medicare physician payment, health information technology, health disparities, prescription drug and medical device user fee authorizations
    • Previous interface with the House Energy and Commerce and Senate Health, Education, Labor and Pensions (HELP) Committees
