    ABOUT THE POSITION


    As the Director of Legislative Affairs, the incumbent provides executive advisory services to the Assistant Secretary for Preparedness and Response (ASPR).


    Advises the Assistant Secretary and other key officials concerning legislative needs and pending Congressional legislation and oversight activities which affect ASPR.


    Provides executive level analysis on the overall legislative needs of ASPR and provides executive leadership and direction in the drafting or development of new legislative proposals.

    Provides liaison with the HHS Assistant Secretary for Legislation (ASL). Cooperates with the General Counsel in resolving problems pertaining to ASPR legislative proposals.


    Serves as the focal point for overall legislative activities between ASPR, the Department, Public Health Service (PHS), and other agencies; and analyzes the legislative requirements of ASPR and drafts or develops legislative proposals, position papers, and departmental reports on proposed legislation for approval by the Assistant Secretary.


    Directs overall legislative liaison activities within ASPR and between ASPR and Members of Congress, the Department, and other agencies on issues concerned with the development, enactment, amendment, and extension of all legislation which may affect ASPR and its activities.

    Monitors liaison activities with Congressional Committee staff to keep apprised of ASPR interest areas and legislative trends. Provides broad policy guidance to staff members charged with day-to-day contact with Congressional investigating committee staff.

    Provides Congress with information requested on various operations of ASPR, including explanations of scientific or technical reasons for Agency action or policies and requirements of the various laws and regulations administered by ASPR and the historical background and/or rationale for these requirements.


    Responsible for furthering the goals of EEO by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employee practices in regard to race, color, religion, sex, national origin, age, or handicap.

    Specifically, as supervisor, the incumbent initiates nondiscriminatory practices and affirmative action for the area under their supervision in the following:

    Provides oversight and strategic management of all organizational reviews, investigations, and audits through the Office of the Inspector General and Government Accountability Office.

    Qualifications

    As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below.

    Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

    Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.


    All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.

    To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below.

    Mandatory Technical Qualifications (MTQ's):


    This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role.

    • Strong analytical skills to assess legislative impact on the organization and propose informed solutions.


    It is STRONGLY recommended that you visit the following Office of Personnel Management (OPM) webpage for more information regarding the Fundamental Competencies and SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position.

    If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Additional information

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.


    Probationary Period:
    An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
