    Schedule: Tuesdays-Fridays 8am-6pm

    Position Summary

    The Clinical Program Manager plays a crucial role in overseeing behavioral health clinicians performing assessment and crisis response for those in psychiatric and substance-induced distress in the City of Berkeley. The Specialized Care Unit (SCU) aims to avoid harm to the individual in crisis by intervening in person-centered and trauma-informed ways and attend to the immediate needs of the person in crisis.

    Essential Duties and Responsibilities

    • Manages the day-to-day operations of the program and implements programmatic and administrative procedures to attain program goals and objectives.
    • Direct crisis Intervention and management services including oversight of triage services.
    • Understand Bonita House's strategic vision and find ways to Implement and execute the vision at the treatment services level.
    • Responsible for personnel matters including recruitment, onboarding, discipline and performance evaluations.
    • Meet regularly with staff to provide guidance, coaching, training and development opportunities related to the clinical and administrative operations.
    • Measure productivity by analyzing performance data, financial data, and activity reports, and provides feedback to staff on their performance.
    • Work in 10 hour shifts to share responsibility with other clinical manager to maintain immediate availability to consult, problem solve, and answer questions by phone to provide oversight to the clinicians providing direct crisis response in real time.
    • Periodically shadow supervisees on the job and work with them directly, providing feedback on their service approach and performance.
    • Instruct and supervise clinicians to assess for suicidality, homicidal intent, violence risk, grave disability, and substance use using appropriate measurements.
    • Obtain Alameda County 5150 Certification so that in situations that warrant it, manager can advise clinicians to initiate a 5150 psychiatric hold by properly assessing and documenting per Alameda County protocol.
    • Maintain appropriate/ethical boundaries with all supervisees, persons, groups, and families served.
    • Coordinate day-to-day operations and communications for line staff including changes to scheduling, coverage issues, team configuration, and unit availability.
    • Be available to pick-up shifts in part or in total as needed and when able. To this end, the role should have an onsite presence through the week and maintain excellent working relationships with Clinical and EMS staff and leadership.
    • Monitor and support documentation completion by Clinicians.
    • Maintain clinical competency in evidence-based practices, crisis management interventions, motivational interviewing, Cognitive Behavioral Therapy, trauma informed care, Solutions Focused Therapy, culturally specific mental health needs, and provide linkage to community resources.
    • Complete administrative projects as needed or other projects as specified by the Director of Crisis Services.
    • Comply with all legal and ethical mandates including Child and Elder Abuse Reporting, HIPAA, PHI and PII.
    • Perform other related duties as assigned.

    Supervisory Responsibilities: This position supervises the day-to-day activities and staff of one or more functional areas and performs related work as required. Incumbents are focused on ensuring that the team's work is clinically sound, performed timely, effectively, and in accordance with quality requirements and regulations. May oversee the scheduling, assignments, and daily workflow of subordinate staff in the department. May assist with constructive and timely performance evaluations.

    Qualifications and Requirements

    • Master's Degree from an accredited college with a major in Clinical Psychology or a related field
    • Valid License (LCSW, LMFT, LPCC) with the California Board of Behavioral Sciences or Board of Psychology
    • Experienced in rapid screening and assessment, DSM-5 diagnosis and works effectively in stressful situations
    • At least two (2) years of Crisis Response field experience as a registered or licensed clinician preferred but not required.
    • One (1) or more year(s) of management of Crisis Response/Mobile Integrated health is desirable
    • This position requires driving as necessary to fulfill essential duties. A valid California driver's license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.
    • Completion of CPR/BLS training within the first 90 days of employment.
    • Attend two weeks of onboarding training during daytime hours and complete all assigned training within the first 30 days of employment.

    Knowledge Skills & Abilities

    • Experience providing services in public health, community mental health, crisis services, or other settings serving people who are unhoused.
    • Experience with Electronic Health Record Systems (eg. Welligent, Clinicians Gateway, Reddinet, Epic)
    • Excellent verbal and written skills and the ability to present information effectively.
    • Excellent interpersonal, negotiation, and conflict resolution skills.
    • Excellent organizational skills and attention to detail.
    • Working understanding of human resource principles, practices and procedures.
    • Strong analytical and problem-solving skills.
    • Ability to function well in a high-paced and at times stressful environment.
    • Ability to act with integrity, professionalism, and confidentiality.
    • Vehicle operation and navigation to and from incident locations and during client transport
    • Must be able/willing to work outside when needed for field shifts, travel in van with others between crises, and physically move during some shifts.
    • Must be able to travel to and from worksite and other locations within Alameda County.
    • Proficient with Microsoft 365 or related software.
    • Excellent time management skills with a proven ability to meet deadlines.

    Physical Requirements

    Physical demands include continual sitting, typing, and repetitive computer use for up to 8 hours a day. The position also requires frequent communication with others, including hearing and speaking clearly with individuals and groups, in person and via phone and video calls. Ability to lift 15 pounds at times. Regular local travel required. These requirements are representative of those that must be met to successfully perform the job's essential functions.
