    Description

    BASIC FUNCTION:
    Under the direction of the Director of Human Resources, assist with the administration of the Human Resources Department; assist City management staff with interpreting Human Resource rules and policies; administer and coordinate recruitment and selection processes, employer-employee relations, performance management, classification and compensation, workforce training and development, benefits administration, and payroll operations; supervise and evaluate the performance of assigned personnel.

    Example of Duties

    ESSENTIAL DUTIES:
    Assume management responsibility for assigned services and activities of the City's Human Resources Department including recruitment and selection, employer-employee relations, performance management, classification and compensation, workforce training, development, benefits administration and payroll operations.

    Assist the Director in the administration of the Human Resources Department; assist City management staff with interpreting Human Resource rules and policies; assist in the development and implementation of Department goals, objectives, policies and procedures.

    Plan, coordinate and reviews the work plan for Human Resources and Payroll staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

    Selects, trains, and evaluates assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

    Provide assistance and guidance to departments in the use of and appropriate procedures to follow in addressing performance issues with employees through the corrective discipline process; Investigate and respond to grievances; Equal Employment Opportunity (EEOC) cases and California Civil Rights Department (CRD) claims.

    Provide advice to managers, supervisors, and employees regarding personnel related issues, policies, procedures, rules and regulations.

    Provide technical support to the City's chief negotiator in the negotiation of labor agreements with employee organizations; initiates special studies for meet and confer purposes; prepares cost analysis on negotiation proposals; drafts contract language; represents the City in labor and management issues.

    Administer the City-wide benefit and retirement program activities through the contract administration and outside provider services.

    Initiate and oversee the payroll process; provide details of salary change information, new hires, terminations, wage garnishments to payroll staff; compute wages and records data for use in payroll processing; monitor the City's payroll process related to salary increases, new hires and terminations.

    Conduct and/or oversee classification and compensation studies and makes recommendations to the Director of Human Resources and/or City Manager for presentation to the City council.

    Assist with the development and administration of the Department's annual budgets; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments as needed.

    Serve as the liaison for the Human Resources Department with other divisions, departments, boards, commissions and committees.

    Coordinate pertinent information, resources and work teams necessary to support a positive and productive working environment.

    Provide responsible staff assistance to the Director of Human Resources; conduct a variety of organizational studies, investigations, and operational studies; draft proposed resolutions, and ordinances; prepares correspondence, reports and recommendations for the City Manager and Director of Human Resources.

    Attends and participate in professional group meetings; maintains awareness of new trends and developments in the fields of human resources, risk management, payroll and workers compensation; incorporates updated procedures, rules and regulations as appropriate.

    Responds to and resolves difficult and sensitive citizen inquiries and complaints.

    OTHER DUTIES:
    Participate in special studies or projects as directed.

    Supplemental Information

    EDUCATION AND EXPERIENCE:

    A bachelor's degree from an accredited college or university with course work in business administration, public administration, human resources or related field. Four years of progressively responsible administrative experience in human resources and two years of experience as a lead or direct supervisor. Experience in payroll administration, labor relations, workers compensation and risk management is desirable.

    LICENSES AND OTHER REQUIREMENTS:

    Valid California driver's license.
    IPMA or SHRM Certification is desirable.

    Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

    RETIREMENT PLAN:This position covered under the California Public Employees' Retirement System. The following plans are applicable: 2.7@ 55 (existing City of Manteca employee hired full time prior to June 1, 2012), 2% @ 60 for legacy employees, and 2 @ 62 for employees who meet the CalPERS PEPRA definition. If employee is an existing or classic member of CalPERS, that employee will contribute 8% of the employee share of their retirement benefit and an additional 5.75% of the employer share for a total of 13.75%, as permitted by Government Code Section Legacy (tier 2) employees will contribute 7% of the employee share of their retirement benefit and an additional 5.75% of the employer share for a total of 12.75%. New PEPRA members of CalPERS will pay 50% of the normal cost of their retirement plan as determined annually by CalPERS and an additional 5.75% toward the employer cost of pension benefits.

    City employees do not pay into Social Security.

    ADMINISTRATIVE LEAVE: 96 hours per fiscal year. Payment for up to 60 hours of Administrative leave can be made upon request once per fiscal year.

    STIPEND: July 1, members will receive a non-PERSable stipend equal to 2% of their base salary. The stipend can be cashed out or placed into a deferred compensation account. This option can occur anytime during the fiscal year. An employee hired after July 1st will receive a prorated stipend in the fiscal year in which they were hired.

    HOLIDAYS: 12 paid holidays and 4 Floating Holidays (Floating Holidays prorated the first year of employment, depending upon hire date)

    VACATION: 10 days paid vacation for the first 4 years of service; 15 days from 5th through 8th year; 19 days from the 9th through the 14th year; 22 days after the 15th through 20th year, 23 days after the 20th year of service.

    SICK LEAVE: Each employee earns one day of sick leave for each month of service with no limit on accumulation.

    WELLNESS LEAVE: Employees will receive 83.2 hours of wellness leave each fiscal year to be used during the fiscal year with no rollover. There is a cash out option. Employees hired after July 1 will receive a prorated amount after 6 months of employment.

    BENEFITS: Employees receive medical, dental, long-term disability, life, and vision insurance. Dependent coverage for health insurance is available. The cost varies depending upon the plan chosen.

    If a Member chooses to decline health insurance coverage, the City will contribute $600
    to the Member's deferred compensation account or cash in lieu of deferred compensation
    each month.

    City paid premiums for dental, vision and life insurance.
