PURPOSE
The purpose of the position is to develop, coordinate, and monitor policies and procedures necessary for the operation of the Tribal Child Support (TCS) Department. Supervise department staff. Coordinate activities with other agencies, prepare budgets, interview clients, and make court appearances.
REPORTING RELATIONSHIPS
Reports To: Sr. Director Family Services
Supervises: Tribal Child Support Staff
ESSENTIAL FUNCTIONS
• Develop, implement and administer policies and procedures necessary for the efficient operation of Tribal Child Support services
• Develop and implement methods and practices to address Federal, Tribal and State policies
• Coordinate and monitor activities dealing with CS system implementation as required by Tribal policies
• Interview and assist with selection and training of new personnel
• Conduct paternity interviews when needed
• Prepare annual budget for agency; Monitor expenditures to stay within approved budget and contracts and modify budget as needed
• Prepare fiscal and statistical reports as required by funding agencies
• Coordinate with other jurisdictions seeking enforcement of their child support orders
• Initiate and secure the enforcement of TCS orders in other jurisdictions
• Assure that filing processing is completed in an efficient and confidential manner
• Monitor the collection, receipt and disbursement of child support payments
• Collect and analyze data for fiscal and programmatic purposes
• Paiiicipate in court proceeding in action initiated on behalf of TCS department
• Provide information to the general public and others regarding agency services
• Collaborate with relevant commw1ity agencies for effective implementation of TCS orders
• Participate in the State/Tribal Cooperation Workgroup
• Participate in the Tribal Systems Development Workgroup at the Federal level
• Ensure program components are developed to work toward Tlingit & Haida mission and goals identified in the TCSS strategic plan
• Communicate program responsibilities to the public by speaking to local community groups and writing public service announcements
• Perform other duties assigned
DECISION MAKING AUTHORITY
Spending Authority: Limited to assigned budgets
NECESSARY SKILLS AND KNOWLEDGE
• Ability to perform mid to upper level data analysis
• Implement decisions based on data and oversee the execution of these decisions
• Supervise departmental personnel including but not limited to: hiring, monitoring, coaching, staff, development, evaluations, dispute resolution, progressive discipline, and termination
• Ability to utilize a wide variety of references, descriptive, and/or advisory data and information such as legal, accounting, counseling and personnel terminology
• Exercise independent judgement to apply facts and principles for developing approaches and techniques to problems resolution
• Knowledge of and ability to prepare budgets
• Knowledge of Tribal laws and regulations relating to paternity, child support, divorce and child support methods
• Familiarity with Southeast Tribal Cultures
MINIMUM QUALIFICATIONS (education, experience, skills)
• Bachelor's Degree
• Two years Coordinator or Equivalent experience
• Two years of supervisory experience
PREFERRED QUALIFICATIONS (education, experience, skills)
• Experience with Child Support program, which includes but is not limited to workflow processing, data requirements and document preparation
• Experience in Tribal law and regulation related to child support, divorce and child support payment methods, legal terms
• Knowledge of courtroom procedure
UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
