    Job Summary


    This position is located within the District of Columbia Government (District), Fire and Emergency Medical Service Department (FEMS), Services Bureau.

    The mission of the FEMS is to preserve life and promote health and safety through excellent pre-hospital treatment and transportation, fire prevention, fire suppression and rescue activities, and homeland security awareness.

    The incumbent serves as a key advisor to the Assistant Fire Chief of the Services Bureau (AFCSB).

    Incumbent provides guidance and recommendations to the AFCSB regarding compliance issues associated with the administration and is responsible for monitoring the operational programs and activities to ensure compliance with applicable statutes,regulations, and internal policies and procedures; identifies issues, proposing actions, and facilitating cooperation that will improve public safety for District of Columbia residents and visitors.

    Duties and Responsibilities


    Develops the annual Compliance Monitoring Plan which includes compliance monitoring functions and the method by which compliance data is collected and analyzed for FEMS divisions and programs.

    Develops and implements the annual Quality Improvement and Enhancement. Plan which includes a review of quality assurance data, findings, and monitoring activities to track quality assurance data trends. Observes work operations and examines documents, records, and procedures to gather and verify facts. Conducts management surveys, audits, and projects; provides advisory services to operating and management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends, and implements policies for corrective actions necessary to remedy the deficiencies.

    Performs long-range planning for proposed changes in assigned functions and programming areas. Plans, develops, and implements systems for analyzing and evaluating the objectives, operations, and progress of program areas.

    Prepares reports of findings and makes recommendations, which may often serve as the basis for new procedures and initiate the need for program or policy modifications.

    Provides clarity as needed to measure program effectiveness of service delivery systems.

    Plans, develops, and conducts program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives throughout the FEMS.

    Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data for executive briefings.

    Qualifications and Education


    Candidates must have Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression.

    License and Certification

    A valid Motor Vehicle Driver's License is required.

    Working Condition/Environment

    The work environment changes constantly from offices/agencies, fire stations and facilities within the FEMS.

    Collective Bargaining Unit:
    This position is not covered under the collective bargaining agreement.

    Duration of Appointment:
    Career Service - Regular Appt.

    Tour of Duty:
    Monday - Friday 7:00am-3:30pm

    This position has been designated as Security-Sensitive. Pursuant to Chapter 4 of the D.C.

    Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security-sensitive positions are subject to the following checks and tests: Criminal background check, Traffic record check, and Consumer credit check (as applicable), Reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.
