    Capital Project Coordinator/ Urban Planner (I, II, or III)

    The City of Alexandria is in Northern Virginia bordered by the District of Columbia (Potomac River), Arlington, and Fairfax counties. Once within the original boundary stones that demarked the area of the Nation's Capital, Alexandria is a part of the greater Washington, D.C. metropolitan area. With a population of approximately 159,467 Alexandria is the seventh largest city in the Commonwealth of Virginia. Unique and historic, Alexandria is a place that is experiencing substantial redevelopment appeal and business growth opportunities because of a high market demand for urban living in a quality environment. About one-quarter of the City's 15.47 square miles has been designated as a national or local historic district.

    The City of Alexandria is an independent city with no county affiliation and derives its governing authority from a Charter granted by the Virginia General Assembly. Virginia is a Dillon Rule state, allowing local governments only the authority expressly granted to them by the Virginia Constitution or by the Virginia General Assembly in the City Charter or in general law. City Council is the governing body, which formulates policies for the administration of the City. The mayor is chosen on a separate ballot and presides over sessions of the Council.

    Overview:
    The Recreation, Parks, and Cultural Activities Department (RPCA) supports the well-being of Alexandria's residents by ensuring access to a variety of quality recreation, park, and cultural experiences. There are over 900 acres of publicly accessible open space (this includes both public and private land that is open for public use), 566 acres of it is publicly owned park land, and approximately 30,000 street trees. The Department is comprised of four operating Divisions: Park Services, Recreation Services, Cultural Activities and Leadership & Management. The Divisions work to offer the full range of programs, facilities, and parks.

    Within the Park Services Division, the Park Planning and Capital Development section manages open space planning, design, and the Capital Improvement Program (CIP) for RPCA. The major areas of responsibility of the Capital Development Section include:
  • Capital Improvement Program Management.
  • Capital Facilities Maintenance Program Management and Coordination.
  • Capital Project Management.
  • Park Design.
  • Construction Documentation and Construction Management.
  • Project coordination with Department of Project Implementation, Department of Transportation and Environmental Services, and the Department of General Services.
  • Capital Program Process Improvements and Standardization.
    The Capital Project Coordinator/Urban Planner is involved with designing, planning, and implementing projects that beautify and enrich park and recreational spaces for the Alexandria community. These projects are part of an annual work plan identified in the City's approved Capital Improvement Program budget. The position also supports deployment of Citywide project management initiatives within RPCA and leads various community partnerships for park improvements.

    The Capital Project Coordinator/Urban Planner FY 2024 assignments focus on enhancing customer engagement and improving service delivery. The specific assignments and objectives include:
    1. Planning and implementing Capital Facility Maintenance Program (CFMP) projects with a specific focus on landscape architectural improvements. This may involve designing and overseeing projects related to trails, horticulture, play spaces, fitness/athletic areas, and other open space enhancements, considering aesthetic and functional aspects.
    2. Completing special community partnerships with local community organizations who have fundraised for park improvements including landscape architectural elements. This is a collaborative effort to involve the community in enhancing park amenities.
    3. Collaborating with team members on project standardization initiatives including construction details, plan reviews and design documentation checklists. This will ensure consistency and efficiency in project management processes.
    4. Construction of Neighborhood and Pocket Park Improvement Plan recommendations that enhance the visual appeal and usability of these park spaces.
    5. Assistance with the deployment of the City's Project Management Standards Initiative within RPCA adhering to standardized project management practices across the city.
      Major responsibilities as related to FY 2024 objectives and capital project delivery:
    6. Manage a diverse range of capital projects with low to moderate complexity, each valued at less than $1M.
    7. Oversee the entire project lifecycle from concept to construction, following the City's project management best practices.
    8. Utilize computer-aided drafting programs to design and create technical drawings of parks, open spaces, landscaping, and recreation facilities.
    9. Prepare contractual documents and drawings for bidding purposes.
    10. Solicit and evaluate cost estimates and cost proposals from consultants and vendors for site furnishings, professional services and general contracting.
    11. Administer the construction phase which includes reviewing submittals, technical drawings, and conducting field inspections.
    12. Ensure multiple projects are effectively managed within specified scope, schedule and cost constraints.
    13. Develop project scope, budget, and schedule.
    14. Analyze and resolve planning, design, and construction issues as they arise.
    15. Maintain and update construction detail standards.
    16. Manage stakeholders and engage with the community throughout the project lifecycle.
      This position is part of the Urban Planner class specification and individual career growth will be achieved through the City's Career Ladder system. Additionally, there are other opportunities for growth and development including progression in meeting state licensure requirements for Professional Landscape Architects or other professions, as well as obtaining professional certifications.

      Minimum & Additional Requirements

      Urban Planner I: To qualify for Urban Planner I, you must possess a Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

      Urban Planner II: To qualify for Urban Planner II, you must have a Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies; and three years of experience or Master's degree with 1 year experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

      Urban Planner III: To qualify for Urban Planner III, you must have a Four-Year College Degree from an accredited college or university in regional, or urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies and five years of relevant planning experience or two years and a Master's Degree; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

      Preferred Qualifications

      Preferred Urban Planner I: Minimum Requirements plus two years of experience in regional, urban or transportation planning, urban design, historic preservation, architectural or environmental review or other related field.

      Preferred Urban Planner II: Minimum Requirements plus four years of experience or Graduate degree plus 2 years' experience.

      Preferred Urban Planner III: Minimum Requirements plus five years of relevant planning experience in urban settings or three years with a Master's Degree of which at least two years of experience is in increasing individual role responsible for complex projects and reports in the public sector or in private consulting. Appropriate professional certification such as AICP, PE, RLA, LEED AP, RA.
