    The MassHire Metro North Workforce Board (MNWB) is a 501(c)(3) nonprofit organization whose mission is to develop partnerships, generate resources, and advocate for workforce solutions that result in a skilled workforce, prospering businesses, and equitable access to meaningful career pathways and quality employment for residents. The MNWB is one of 16 local Workforce Development Boards established in Massachusetts covering 20 cities and towns north of Boston. The functions of MNWB include the following:

    • Addressing business' workforce needs through strategic partnership building
    • Coordinating local workforce activities with economic development strategies
    • Developing industry-specific consortia focusing on strategic planning and implementation
    • Establishing workforce development policy for the region
    • Chartering career center operators and overseeing career centers
    • Matching the needs of business for skilled employees with training opportunities in the area
    • Assessing the effectiveness of the local workforce system
    • Administering federal Workforce Innovation and Opportunity Act (WIOA) funds for the region

    JOB TITLE: Manager of Workforce Systems

    THE OPPORTUNITY:

    The Manager of Workforce Systems is an essential role, tasked with managing the delivery of employment and training services delivered through the Workforce Innovation and Opportunity Act (WIOA) in the Metro North Region. As a part of the MassHire network, the Manager of Workforce Systems plays a central role in managing the MNWB Workforce Systems.

    Reporting to the Director of Workforce Systems, the Manager of Workforce Systems is responsible for carrying out the day-to-day Workforce Systems operations, managing WIOA Youth Services, and providing oversight of the One-Stop Career Centers (OSCC) related functions in accordance with established MNWB policies and procedures.

    This position is part of the recently formed Workforce Development Team, comprised of eight-members that oversee the WIOA and youth workforce initiatives across the region. This team is continually growing to provide meaningful work experiences and training to help youth and adults begin and grow in their career journeys. This is a unique opportunity for professionals who want to play a leadership role in advancing workforce initiatives.

    This is a hybrid position. This position must have a regular, in-person presence in the Metro North region. This includes:

    • Regular in-office days during onboarding.
    • Two in-person days per month at MNWB's office in Davis Square, Somerville.
    • Any other meetings, events, etc. that the Supervisor/Team Leader deems necessary for in-person presence.

    This is MNWB current flexible work arrangement policy and may be subject to change.

    WHAT YOU'LL DO:

    Workforce Systems

    • Track and manage required workforce operations including the maintenance of MNWB's standard operating policies and procedures.
    • Assist in the development of the local plan and preparation for annual Massachusetts Department of Career Services monitoring.
    • Attend and record minutes for required virtual and in-person meetings including but not limited to Operational, Committee and Partner meetings.
    • Review and process support services requests for WIOA Adult, Dislocated Worker, and Youth customers.
    • Prepare materials for required virtual and in-person meetings including performance reports, program updates, and meeting presentations.
    • Support communication between WIOA Mandated Partners including management of the referral process and development of Quarterly Newsletter.
    • Assist in the development of community and employer partnerships.
    • Maintain and upkeep accounts, contacts, grant opportunities, and correspondence with funding entities within the Salesforce platform.
    • Coordinate referrals between other MNWB programs and the One-Stop Career Centers.
    • Assist with other projects and tasks as needed to support the Workforce Development Team.

    One-Stop Career Centers

    • Manage Individual Training Account (ITA) activities including the issuance of vouchers, processing training provider invoices, and managing progress notes in compliance with local, state, and federal policy.
    • Approve training courses for the Metro North region including the execution of master agreements and review of training course information.
    • Review customer profiles in MOSES to ensure compliance with local, state, and federal policies including completion of required annual monitoring documents.

    WIOA Youth

    • Act as the primary liaison with WIOA Youth providers to ensure enrollment, WIOA Youth program elements, case management and placement services meet local, state, and federal requirements. This includes overseeing billing, invoicing, partnership development, data collection, and outcome reporting.
    • Enter WIOA Youth participant information, case notes, and placement information into the WIOA Youth Database.
    • Develop presentations for use in WIOA Youth provider meetings and other external meetings as needed.
    • Conduct virtual and in-person site visits to access WIOA Youth programs.
    • Provide technical assistance to WIOA Youth providers as needed to support high quality programming in compliance with local, state and federal policies including career planning, outcome placement, and meaningful work experiences.

    The most qualified candidates might have experience with:

    • Experience with the MassHire system.
    • Familiarity with the MOSES database.
    • Expertise in data collection and analysis.
    • Proficiency with Microsoft Office Suite including PowerPoint, Word, and Excel.
    • Partnership Development and Management: strong ability to grow and develop relationships with a variety of stakeholders (partners, employers, community members).
    • Ability to effectively present information and respond to questions from training and service providers, funding sources and the public in either individual or group settings.

    SALARY AND BENEFITS:

    Starting salary $64,260 - $70,380 per year. Excellent benefits including health care, dental, life insurance, short-term and long-term disability, 403(b) retirement plan, holiday, sick and vacation time, parental leave, and flexible work arrangements.
