$99,000 - $130,000 Annually + Full Benefit Package
RESPONSIBILITIES:
The Human Resources Business Partner position serves as a professional level practitioner in all areas of human resources for a variety of Legislative agencies.
You will work with a diverse group of organizations on sensitive, complex, and critical human resource issues, providing advice and consultation.
The Legislative branch agencies include Legislative Support Services (LSS), Joint Legislative Audit and Review Committee (JLARC), Legislative Evaluation and Accountability Program (LEAP), Legislative Service Center (LSC), Office of the State Actuary (OSA), Statute Law Committee (SLC), Legislative Labor Relations (LLR) and the Joint Transportation Committee (JTC).
The position is a part of the Administration workgroup in the Office of Legislative Support Services (LSS) and will report directly to Kevin Pierce, Director of LSS.
TYPICAL WORK:
Meets with directors, administrators, supervisors and employees to assess human resource needs; plans, develops and implements strategies to promote effective client relations;
Provides advice, interpretation and counsel to clients regarding applicable human resource rules, regulations, policies and procedures in areas such as classification, compensation, performance management, employee development and training, DEI, conflict resolution, leave management, reasonable accommodation/ADA, organizational development;
Researches and analyzes proposed rules, laws and program elements to determine impact on unit or organizational operations; participates in planning and implementing new human resource programs, policies and procedures;
Advises and assists with all facets of recruitment assigned to legislative branch agencies, including research, creation, posting options, screening, and interviewing;
Processes contracts, conducts and coordinates training and development workshops on a variety of topics;
Completes payroll actions using HRMS and agency specific computer software programs for LSS staff, including personnel and position file management;
Manages all new employee paperwork, on-boarding and off-boarding processes for LSS;
Manages Labor and Industry Claims;
Consults on agency safety and wellness programs;
Works with LSS Leadership on hiring of session staff;
Consults on ADA issues as a Legislative agency point of contact for ADA questions;
Consults on creation and modification of agency policy and procedures;
Assists with Public Records Act requests and human resource legal issues with both House and Senate Counsels;
Acts as primary point of contact for Legislative Support Services with the attorney general's office; consults with the relevant assigned Attorney General's on personnel related issues;
Other related duties as assigned.
WHAT WE ARE LOOKING FOR:
Exceptional customer service skills and "service first" work ethic.
7+ years' experience working in a HR capacity that includes broad-based professional experience facilitating organizational development or change and advising and consulting on human resource issues - with emphasis on the job duties listed above.
Project management skills including working for a variety of stakeholders with differing requests.Current employment law knowledge, with experience in communicating legal information to an audience that may not be familiar with employment law.
Proven ability to utilize the Human Resource Management System (HRMS) (or like systems) supporting personnel, payroll, and other benefits offered by the State of Washington.
Current experience in HRMS and how this system interacts with financial systems for the agencies we support.Must be able to analyze current system for conversion to a new more modern solution that will be on the horizon with the implementation of WorkDay - OneWa.
Expert level recruiting experience including knowledge of the NEOGOV posting process.Experience working with the HRMS payroll system on entry of employee information and position management.
Experience working with exempt, "at-will" employees.
Ability to work in a political environment in a non-partisan capacity.
Knowledgeable in performance management and employee development.
Excellent analytical, research, and writing skills.
Ability to multitask, work quickly and calmly under stress.
Superb interpersonal, verbal, and written communication skills.
Ability to work in Microsoft office programs such as Outlook, Word, Excel and PowerPoint at a level of intermediate or higher.
Ability to maintain confidentiality and build trust across organizational boundaries.Outstanding customer service skills, excellent judgment and common sense.
Experience developing job descriptions, work standards and policy manuals.
Ability to be a contributing member of a cohesive team, as well as, work independently while seeking appropriate assistance and input from others.
Knowledge of the Washington State Legislative branch and its operations is helpful.DESIRED EDUCATION AND CERTIFICATIONS:
A bachelor's or graduate degree with focus on business, human resources, social or organizational behavioral sciences, or related field or a juris doctorate from an accredited institution.
