- Responsible for the effective management and administration of work performed under this contract, ensuring that all tasks are performed in a timely, efficient, and cost-effective manner while maintaining the highest quality of performance.
- Will support key data governance activities and foster ACF's Data Governance Council and Data Community of Practice.
- Responsible for scoping, designing, and executing data analysis and associated data pipeline development, as well as strategic communications and project management.
- Will own special projects to develop, sustain, and enable ACF's data and evidence capacity.
- Establish and maintain effective communication channels with stakeholders to provide regular updates on project status, risks, and issues, and to solicit feedback and input as needed.
- Identify and mitigate project risks and issues proactively and escalate as appropriate to ensure timely resolution.
- Foster a collaborative and inclusive team environment that encourages creativity, innovation, and continuous improvement.
- Provide leadership, guidance, and support to project team members, including mentoring and coaching as needed to develop skills and capabilities.
- Collaborate with senior management to align program objectives with overall business strategy and priorities.
- Experience establishing and administering data governance processes and policies within a federal agency context, with highly federated data stewardship and siloed IT infrastructure.
- Demonstrated ability to lead and motivate cross-functional teams to achieve project objectives in a fast-paced and dynamic environment.
- Project management training and expertise.
- Strong communication (both verbally and in writing) and relationship management skills.
- Strong analytical and problem-solving skills, with the ability to identify and resolve issues and mitigate risks effectively.
- Proven track record of delivering projects on time, within scope, and within budget, while meeting quality standards and customer expectations.
- Bachelor's degree in applicable field of study or equivalent years of experience
- Minimum 5+ years as a people manager of technical teams with 5+ members
- Proven track record of managing complex projects with multiple stakeholders of varying levels of seniority.
- Practiced with human-centered design and agile project delivery.
- PMP Certification

Summary:
Goldbelt Frontier LLC is hiring a Program Manager to lead the Promoting and Supporting Innovation and ACF Data Capacity project for the Department of Health and Human Services (HHS)/Administration for Children and Families (ACF) Office of Planning, Research, and Evaluation (OPRE).
