The Program Manager will support the NIH CIT in providing Operations Management Services (OMS) by overseeing the development and management of IT governance procedures, infrastructure, services, and systems.

This role encompasses various responsibilities including program management, contract and subcontract management, reporting, and ensuring compliance with Government policies and standards.

The Program Manager will play a crucial role in coordinating activities, managing resources, and delivering high-quality services to meet the objectives of the contract.

Key Tasks and Responsibilities

  • Direct program activities to meet contract objectives and ensure compliance with Government policies and standards.
  • Serve as the focal point for the Government and manage overall contract and subcontract management.
  • Manage the performance of all activities related to the contract, including transitionout period responsibilities.
  • Provide program management, project control, reporting, and contract administration necessary to meet performance standards.
  • Ensure quality deliverables as requested by the Government within specified timelines.
  • Attend Contract Kick-Off meeting and introduce key personnel, present the updated draft program management plan (PMP), and discuss the Contractor's approach for meeting performance standards.
  • Provide overall program reporting by attending regularly scheduled meetings with Government representatives and keeping the Government informed regarding task status and performance.
  • Prepare and present detailed status reports at Monthly Program Reviews (MPRs), including program performance, staffing, risks and mitigation strategies, and other relevant metrics.
  • Provide recurring reporting requirements as detailed in the statement of work, ensuring accuracy and timeliness of deliverables.
  • Provide and manage fully qualified resources to execute tasks and produce deliverables as defined in the statement of work.
  • Coordinate with key stakeholders and manage resources effectively to ensure successful completion of tasks and adherence to project timelines.
  • Develop and maintain strong relationships with clients.

Job Requirements:
Education & General Experience

  • Bachelor's/Master's degree in business or related field of expertise.
  • Five (5) consecutive years of demonstrated successful management of multifaceted technical programs and Performance Work Statements.
  • Experience in developing and implementing complex contract program initiatives, change control processes, and managing diverse technical requirements.
  • Demonstrated experience in writing reports for executive leadership and excellent interpersonal and communication skills.
  • Ability to review and comprehend Service Level Agreements and requirements documents.
  • Proficiency in analyzing IT service performance using metric analysis tools and interfacing with customers to gather and interpret IT requirements.
  • Experience delivering project management automated solutions to customers and working knowledge of information technology terminologies.
  • Excellent teambuilding skills and proficiency in writing and documentation as it applies to Work Breakdown Structures, integrated project schedules, and System Development Life Cycle management methodologies.
Certifications

  • Certified Project Management Professional (PMP) or
  • Eight (8) consecutive years of demonstrated successful management of multifaceted technical programs and Performance Work Statements.
  • ITIL 4 (preferred)
Security Clearance

  • Public Trust Moderate (Tier 2)
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

  • May require local travel to customer sites.
  • This position may require working outside of regular business hours, including nights, weekends, and holidays to support afterhour emergencies or surge support.
  • May require sitting/standing for extended periods and performing tasks involving bending, stooping, and reaching.
  • May require lifting and carrying heavy equipment.
  • Potential continental US travel to other customer locations, if required.
