    Job Summary
    The Clark County Jail Services Department is recruiting for a Support Specialist II position that will work assist the department with various administrative assignments.

    The Support Specialist II performs the full range of administrative support functions including heavy public contact via phones and in person which is typically a major function of these positions. Duties typically include word processing, data entry, basic math calculations, processing forms and other paperwork, and filing. This is the journey or full working level in the Support Specialist series and requires experience in an administrative support role.

    This position is represented by the Support Guild.

    Reviews of applications will take place monthly until positions are full.

    Qualifications

    Required Minimum Qualifications/ Transferrable Skills:*

    • A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.

    • Experience working in a fast-paced, sometimes hectic, work atmosphere with rapidly changing priorities.

    • Must be detail-orientated and have the ability to multi-task.

    • Must have experience doing data entry in a computerized system.

    • Must be able to work all shifts (including days, weekends, swing, and graveyard).
    • Strong oral/written communication and interpersonal skills.
    • Ability to maintain and create effective working relationships in a high-stress environment.
    • Ability to use de-escalation tactics or other communication techniques to stabilize, slow, or reduce the intensity of an upset citizen or visitor
    • Ability to problem solve
    Preferred Special Qualifications/ Transferrable Skills:*

    • A minimum of one (1) year of clerical/administrative support experience.

    • A minimum of one (1) year of experience working, volunteering or interning in a judicial or law enforcement administrative office.

    • Strong technical ability including aptitude to operate and work within various database systems and software simultaneously.

    Knowledge of: general care and operation of office and video equipment.general office practices, procedures, and technologies; business correspondence techniques and formats including spelling, punctuation, and grammar; basic bookkeeping; and standards for effective communication and interpersonal relations.

    Ability to: Learn and Interpret Local, state, and federal laws, rules, regulations, and procedures related to inmate booking, arraignment, and fugitive warrants; Washington Revised Statutes and applicable case law concerning sentencing calculations and procedures; Working knowledge of Court processes and procedures; legal terminology; English composition, spelling, punctuation, and grammar; arithmetic; clerical and record-keeping procedures;

    SELECTION PROCESS
    This is a continuous recruitment. We accept job applications throughout the year and create a competitive eligibility list that is valid for 6 months from completion of a successful background. Please see details below to learn more about the hiring process

    Steps

    1.Application: All candidates must submit a job application through this site

    2. Written Test: All candidates must complete a written exam (Written-Weighted 100%) Test will be sent via email

    3. Panel Interview: All candidates must complete a panel interview to be considered for the Background Process. Candidates will receive an invitation to interview with the panel after testing is completed and the panel is available.

    4. Background Process- All candidates who are selected in the panel interview to move forward to the background phase will be invited to begin a background investigation. The background submission is a graded component and the grading rubric will be sent with the initial invitation to begin the backgrounds
    • Background Investigation: This is the most detailed and lengthy part of the hiring process. Please see additional details in the background criteria section below.
    6. Eligibility List: If your background investigation determined you met the minimum qualification for the eligibility list, your written test, panel interview score, and background submission grading score will be combined into an overall score. You will then be placed on a candidate eligibility list according to your score. As vacancies become available the candidates with the highest ranked score on the eligibility list may receive a conditional offer of employment. It is important to note that your ranking may change daily. This is due in large part to exams being administered continuously with candidates merging on and off the lists regularly. The ranking also changes as a result of individuals being hired from the list or expiring off the list.

    7. Conditional Offer: Offers of employment are contingent on passing the following exams:
    • Drug Screen
    • Some roles require a Polygraph
    Eligibility List - Your score is valid for 6 months after a successful background.

    Additional Information Regarding the Background Process

    Clark County Jail Services adheres to the State of Washington and the Criminal Justice Training Commissions' requirements for background investigations under RCW
    Below you will find a summary of possible disqualifiers and areas that are reviewed for suitability:

    Areas that may disqualify a candidate from eligibility:
    • Any Felony Convictions regardless of status
    • Any charges of Domestic Violence
    • Any sex-related convictions
    • Any manufacturing and/or distribution of illegal drugs within disqualifying timelines
    • Any Reckless/Negligent/DUI within the last 3 years
    • Any use of illegal drugs within the last 3 years
    • Pattern of financial irresponsibility including failure to pay taxes or child support
    • Unfavorable employment history (excessive terminations or disciplinary patterns)
    • Dishonorable discharge from the Military
    • Fail to Register for Selective Service
    • Any discharge from a Criminal Justice Agency related to honesty.
    • Any affiliation with Gangs or Extremist groups
    • Tattoos or markings that could be deemed offensive or unprofessional
    • Social Media use that demonstrates a pattern of divisiveness or inability to be impartial
    • Falsifying or omitting information in the background personal history statement
    • Any recent patterns of behavior that erode public trust.
    Examples of Duties

    KEY OR TYPICAL TASKS AND RESPONSIBILITIES
    • Enters, updates, and/or deletes data on local, state, and national computerized records as appropriate to provide and maintain accurate files, records, , booking/arrest/release data, dispositions of court actions,
    • May assist with the coordination of arrangements for prisoner transports into Clark County.
    • Performs related duties as required.
    • Receives custody reports and supporting documentation either electronically or handwritten from arresting or transporting officers for detainees arrested from the street, courthouse, or outside correctional or detention facility.
    • Verifies information is correct and complete meeting facility policy and legal standards, and edits information on custody reports as necessary.
    • inputs data into the criminal justice computer system.
    • Updates booking records to reflect changes in criminal charges, sentence orders, sanctions, and release dates; reviews criminal history, active warrants, no contact provisions, and driving history.
    • Locates outstanding warrants.
    • Schedules transfer of adults in custody between facilities; assists officers and outside.
    • prepares files for release and/or transfer from the facility due to overcrowding, recognizance, pretrial release, bail, court release, electronic home detention, release to treatment, and adults in custody who are at the time served.
    • Processes bail funds.
    • Schedules adults in custody for court appearances.
    • Ensure legal documents are received and accurate in order to detail adults in custody and provide documentation to adults in custody.
    • In adherence with policies and procedures, and in accordance with statutory guidelines, interprets and inputs judicial orders and sentences into criminal justice computer systems; calculates and reports the length of incarceration, including the application of credit for time served and good time/earned time credit; determines eligibility and applies sentence reductions and additions as appropriate for work time credit, alternative sanction and incarceration programs and returns to custody due to program failures, escapes, and facility transfers.
    • Processes documents concerning out-of-county and/or out-of-state holds, including waivers and orders of extradition, governor's warrants, agency detainers, judicial passes from custody, and orders for mental health evaluations and commitments.
    • Receives coordinates and/or responds to various requests; researches and responds to requests for information regarding adults in custody and jail records; communicates with court and judicial staff regarding ambiguous or contradictory orders for purposes of clarification or amendment.
    • Prepares and responds to incarceration inquiries such as court dates, bail amounts, and charges from outside agencies, attorneys, media, and the public.
    • Performs administrative duties related to jail visitation, monitors visitor reception.

    • Performs related duties as required.
    • Ability to work mandatory overtime as needed as an essential employee.
    • Available to work weekends and holidays in non-traditional work hours
