General Job Information
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia.
In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position is located in the Department of Energy and Environment (DOEE), Office of the Director.The incumbent of this position serves as the Senior Deputy Director for DOEE, managing day-to-day operations for the agency, which consists of six administrations: Environmental Services, Natural Resources, Energy, Utility Affordability, Urban Sustainability, and Operation Services.
DUTIES AND RESPONSIBILITIES
Provide leadership, guidance, and executive direction to senior and mid-level managers by developing, planning, coordinating, and enforcing the laws, regulations, goals, and objectives of the District of Columbia, as well as federal mandates, governing the protection of human health and the environment.
Oversee administrations that are responsible for the District of Columbia air quality, hazardous waste management, soil contamination, water quality, watershed protection, fish and wildlife, flood protection, weatherization, utility assistance, solar programs, building energy efficiencies, the district sustainable plan, sustainable materials management as well as other areas within the authority of the Department of Energy and Environment.
Work with senior and mid-level managers to establish program funding levels, draft operating budgets, develop proposals for contractual services, manage the issuances of operating agreements with District and Federal entities, and oversee the management of public and private grants.
QUALIFICATIONS AND EDUCATION
Specialized Experience:
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.
To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
License and CertificationA valid Driver's License is required.

Work is in a controlled environment and requires following basic safety precautions.
OTHER SIGNIFICANT FACTS
Tour of Duty:
May be required to provide 24-hour standby coverage in the event of an environmental emergency.

This position is a Management Supervisory Service (MSS), "At-Will" Appointment. This position is not covered under a collecting bargaining agreement.
