Duties:

This position is in the Senior Executive Service (SES), a group of top government leaders.

As an executive, you will influence the direction of innovation and transformation of the federal government, and lead the next generation of public servants.

This position directs the work of senior executive and expert staff positions as well as cross-agency initiatives.

As a Deputy Associate Director for Performance and Personnel Management, some of your typical work assignments may include:


  • Lead efforts to improve the outcomes of Federal programs and reform initiatives. Advise on critical management functions and improving mission delivery, which may include implementing performance management tools, improving customer experience, strengthening the Federal workforce, utilizing evidence, and Federal permitting activities. Identify opportunities to improve Federal policies, organization, and programs, and advise on development of President's Budget in portfolio areas of responsibility.

Oversee and advise on the formulation and implementation of the President's Management Agenda (PMA), which defines Government-wide management priorities for all Federal agencies to improve how the Government operates, performs, and delivers results for Americans. Provides direction to GSA's Office of Shared Solutions and Performance Improvement.

Lead collaborative efforts to build Federal capacity to deliver results. Manage stakeholders across the OMB and the Executive Office of the President (EOP), and Federal agencies to promote understanding and implementation of Federal management priorities, including the sharing of leading practices, addressing barriers to change, and optimizing the use of common solutions.

Lead Communities and Represent the Federal Government. Serve as the senior career representative on numerous Federal management councils on behalf of agency leadership on issues related to management priorities, as well as external forums.

Team Leadership and Management. Recruits and manages individuals from within OMB, other agencies, or other organizations that are on assignment, as well as in cross-agency initiatives

  • Be at least 18 years old and obtain a favorable security determination

  • A one year SES probationary period may be required.

Qualifications:

MTQ 1:Describe your knowledge of and relevant experience in management functions and practices that improve outcomes for the public, such as performance management, improving customer experience, evidence building and use, or strategic workforce planning. Provide a success story of leading such efforts and improving results.

MTQ 2:Describe your knowledge of and relevant experience building institutional capacity, or capacity to deliver results (e.g., pursuing management reforms, growing talent, instigating institutional learning, agile implementation, or improving organizational health and performance). Include your experience managing complex stakeholder relationships to build consensus.-
MTQ 4: Describe your experience managing crosscutting multi-disciplinary and diverse and inclusive teams in a complex operating environment. Highlight your ability to integrate activities across silos, adapt team efforts to changing priorities and feedback, direct and balance complex assignments concurrently, and navigate through transitions.
