    Classification Description Summary

    Under general direction, directs and coordinates the activities and operations related to the formulation and implementation of the City's Green Action Plan and Resiliency Action Plan; develops goals, objectives, policies, priorities, budget, and project management related to sustainability and resiliency efforts and programs; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Public Works/City Engineer.

    Essential Functions

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Identify potential environmental, resiliency and sustainability issues and develop, coordinate, and implement policies, procedures, and programs for the City to effectively respond.

    Coordinate efforts with other divisions and departments and provide technical support to all departments, and the general public on environmental services, air quality programs, energy efficiency programs, climate variability issues, and solid waste issues.

    Evaluate complex environmental aspects of projects, including City Capital Projects, audits and assessments for environmental efficiency, environmental regulatory requirements, and liability; review contractor and consultant work-products.

    Research and interpret regulations and direct implementation of changes to assure compliance and provide guidance to all departments in interpreting environmental and sustainability regulations.

    Research information, prepare presentations, and make presentations to various educational, civic, business, government, and service groups; develop, promote, and oversee funding/grant programs to support specialized activities.

    Develop special events and programs to promote and educate the public and City staff about recycling, resource conservation, sustainable energy, resiliency, and pollution prevention issues; maintain current information on the City's 'Green' website pages and 'Resiliency' website pages.

    Compile technical and statistical data and prepare comprehensive written reports.

    Perform related duties as required.

    Minimum Qualifications

    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of:

    Operational characteristics, services, and activities of an environmental program.

    Technologies and issues related to sustainable energy.

    Technologies and issues related to climate variability and resiliency.

    Electrical costs and utility rate structures and billing.

    Principles and practices of program development and administration.

    Principles of business letter writing and report preparation.

    Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

    Safety standards and safe work practices.

    Principles and practices of project management.

    Computers and applicable software applications.

    Principles and practices of municipal budget preparation and administration.

    Current grant funding for environmental program activities

    Pertinent federal, state and local laws, codes and regulations including applicable laws, rules, and regulations governing environmental compliance.

    Ability to:

    Coordinate and direct the City's Green Action Plan and Resiliency Action Plan programs.

    Identify public policy issues and develop programs to effectively respond to environmental and climate variability concerns.

    Research, read and correctly interpret technical documents, including plans, specifications, laws and regulations governing environmental, sustainability and resiliency programs.

    Research and write 'white papers,' reports and other documents relating to the implementation of the City's Green Action Plan and Resiliency Action Plan.

    Negotiate City and public interests with federal and state agencies and other entities.

    Understand complex technical environmental data and its relationship to public health, environmental compliance and public policy.

    Communicate complex policy and technical material to public officials, the general public and the media.

    Conduct plan reviews and perform project management duties as related to environmental management programs and policies.

    Make difficult and independent decisions without supervision.

    Clearly present presentations to public groups.

    Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

    Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

    Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

    Plan and organize work to meet changing priorities and deadlines.

    Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.

    Work cooperatively with other departments, City officials, and outside agencies.

    Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    A Bachelor's degree from an accredited college or university with major course work in Environmental Science, Environmental Engineering, or closely related field. A Master's Degree is preferred.

    Experience:

    Five years of progressively responsible experience administering environmental programs.

    License or Certificate:

    Possession of an appropriate, valid driver's license.

    Registration as a Certified Energy Manager is preferred.

    Environment: Work is performed in both an office and field setting with frequent travel to different sites and locations.

    Physical: Primary functions require sufficient physical ability and mobility to work in an office and field setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to various locations; to verbally communicate to exchange information; and visual acuity for reading computer screens.
