    Job Summary


    Under the direction of Director or designee, involved in all aspects of Cook County Home Rule Tax compliance and research in the department.

    Assists supervisors formulate effective and efficient administration to registered and unregistered deficient and delinquent tax collectors/accounts. Processes refunds, non-sufficient check processes, bankruptcy account management, rebates and delinquent debt with third-party collection agencies. Prepares and computes tax assessment liability notices for deficient and delinquent registered and unregistered accounts. Performs Bulk Sale Request audits, Tax Discovery audits, and Refund audits. Performs debt collection activities. Serves as lead on special Discovery/Industry specific projects. Enforces tax compliance with departmental tax ordinances, policies and procedures. Communicates with taxpayers via email and/or phone to answer tax or account questions. Interprets and complies with local statutes, Cook County Ordinances, as well as State of Illinois regulations and legislation. Assists Revenue Assessment Analyst I complete projects/ answer inquiries posed by entry-level staff and works on more complex matters. Assists in training entry-level staff. Performs other duties as assigned.

    Minimum Qualifications


    • Graduation from an accredited college or university with a bachelor's degree is required.
    • Two (2) years of full-time work experience performing tax enforcement or conducting financial analysis is required.
    • Valid driver's license and proof of insurance is required.


    • OR-

    • Graduation from an accredited college or university with a bachelor's degree is required.
    • One (1) year of full-time work experience researching tax ordinances, tax laws or tax registration is required.
    • One (1) year of full-time experience leading projects involving tax collection, tax enforcement, or tax systems development is required.
    • Valid driver's license and proof of insurance is required.
    Preferred Qualifications


    • Graduation from an accredited college or university with a bachelor's degree in Business, Political Science or Economics.
    This position is considered a safety-sensitive position.

    Candidates who are selected to fill safety-sensitive positions must pass a required drug test as part of the pre-employment background check process.

    • Degrees awarded outside of the United States with the exception of those awarded in one of the United States' territories and Canada, must be credentialed by either the World Education Services (WES) or Educational Credential Evaluators (ECE).
    KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

    Knowledge of Microsoft Office Suite software (Word and Excel). Knowledge of generally accepted accounting principles and auditing standards.

    Knowledge of internal control concepts and procedures. Thorough knowledge of tax or other field investigation techniques, policies and procedures.

    Skill evaluating information for problem solving. Skill observing an entity's operation and documenting those observations with narratives or flowcharts.

    Ability to explain tax ordinances, tax delinquencies, tax deficiencies, tax registrations, and tax violations to business owners, operators, and taxpayers.

    Ability to apply basic mathematic skills to office bookkeeping and perform calculations. Ability to objectively and tactfully communicate with hostile or reluctant business owners, operators or taxpayers. Ability to work flexible hours to conduct investigation visits. Ability to communicate both verbally and in written formats. Ability to multi-task, work on multiple projects simultaneously and serve as project leader.

    This position requires minimal to moderate travel to work assignments throughout Cook County for which the employee must provide his or her own adequate means of transportation.

    Physical Requirements

    Sedentary Work


    Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.

    Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.

    • This position requires successful completion of post-offer tests, which may include a background check, drug screen and medical examination.
