    The Housing Program Coordinator coordinates, facilitates, and implements the services, polices, and programs created by the City of Dallas Housing Department and Council. Evaluates applications, determines eligibility, and provides expertise on programs and housing options.

    Overview

    The Housing Program Coordinator coordinates, facilitates, and implements the services, polices, and programs created by the City of Dallas Housing Department and Council. Evaluates applications, determines eligibility, and provides expertise on programs and housing options.

    Essential Functions

    1 Accepts applications for various housing programs and determines eligibility of applicants; identifies and communicates programs to meet applicant needs and coordinates the steps in the housing process.

    2 Assists in the management and coordination of the Down Payment Assistance Program and the Home Preservation Program; gathers pertinent personal documents, calculates income, and prepares files for compliance and underwriting; maintains open communication with homeowners and other applicants.

    3 Recruits and identifies contractors and vendors performing minor, major, and general construction and reconstruction activities for the City.

    4 Works closely with mortgage lenders, title companies, insurance companies and other agencies to facilitate successful housing programs and meet the needs of the applicants.

    5 Reviews, evaluates, and checks HUD settlement statements; coordinates the clearing and releasing of liens and other encumbrances; collaborates with other departments and related agencies to facilitate a successful closing and settlement.

    6 Provides research and analysis for financials, market trends, median income, population served, and other critical metrics; summarizes and presents development and housing proposals as needed.

    7 Plans, organizes, and coordinates a wide range of community events; participates and conducts educational spaces to answer questions, address community concerns, and serve as a support for other agency presenters; works with immobile homeowners to provide home visits and application completion.

    8 Receives, takes, and responds to calls and inquiries about all of the City's housing programs; assists in creating information documentation, advertisements, and citizen flyers.

    9 Performs other administrative and clerical tasks in the management of files, documents, and records for the housing programs throughout the City.

    10 Performs any and all other work as needed or assigned.

    Knowledge and Skills

    1 Knowledge of City Housing standards, programs, and regulations.

    2 Knowledge of mortgages, liens, property management, and legal documents.

    3 Knowledge of housing applications and customer service.

    4 Knowledge of HUD program requirements.

    5 Ability to review and evaluate legal documents for accuracy and approval

    6 Ability to research property information, legal databases, and liens

    7 Ability to decipher and communicate loan and mortgage terms and conditions.

    8 Ability to deliver excellent customer service and assistance.

    9 Ability to maintain accurate files and records

    10 Ability to conduct and participate in community events

    11 Communicating effectively both verbally and in writing.

    12 Establishing and maintaining effective working relationships.

    Minimum Qualifications:

    EDUCATION:

    • Bachelor's degree in public administration, economics, planning, or business field.
    EXPERIENCE:
    • One (1) year of experience in the housing sector which must include three (3) or more of the following:
      • Financial or analytical experience in evaluating real estate or economic development proposals.
      • Conducting real estate financial calculations including loan amortization and pro forma analysis.
      • Administering affordable housing programs.
      • Coordination of consultants and contractors for the preparation of studies and construction projects.
      • Providing support to policy committee(s).
    EQUIVALENCIES:
    • High school diploma or GED plus five (5) years of the required experience will meet the education and experience requirements.
    • Associate in any field plus (3) years of the required experience will meet the education and experience requirements.
    • Bachelor's degree (or higher) in a non-specified field plus three (3) years of the required experience will meet the education and experience requirements.
    • Master's degree (or higher) in public administration, economics, planning, or business field will meet the education and experience requirements.
    LICENSE:
    • Valid driver's license and good driving record.
