    Job Description

    Plan and implement employee life cycle management and relations, procedures and programs. Manages Corporate Human Resources staff. To perform this job successfully, an individual must be able to perform each essential duty to the best of the individuals' abilities and at a minimum satisfactory level of performance.

    MAJOR DUTIES AND RESPONSIBILITIES:

    • Ensure policies, practices, and procedures adhere to all applicable Department of Labor standards, directives and rules of law governing all facets of personnel management and pay practices.
    • Review current policies and practices for both the corporate office and all operational contract sites.
    • Evaluate and with executive management's approval make changes (where appropriate) to existing compensation and payroll practices, as well as policies including incentive plans and salary review process to support TEI's objectives and to ensure compliance with all applicable wage and hour laws, including, but not limited to, applicable prevailing wage requirements.
    • Advise corporate executives in the creation of new policies and procedures.
    • Direct recruiting and staffing; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee orientation, development, and training; policy development and documentation; employee relations; employee and community communication; compensation and benefits administration; employee safety, health and welfare (Workers' Compensation/OSHA reporting); and employee services and counseling.
    • Conduct wage and general compensation/benefits surveys within labor market to determine competitive wage rate and benefits packages.
    • Keep senior leadership informed about new trends, development, and regulations related to the administration of benefits and compensation.
    • Review, evaluate, facilitate and propose changes to existing Employee Recognition and Suggestion Programs.
    • Oversee the development of wage and benefit surveys; prepare statistical and appropriate data for internal analysis, and formulate recommendations regarding wage and benefit modifications to achieve TEI's objectives.
    • Review utilization of existing HRIS system with regard to compensation planning and administration of benefits; determine if new programs should be implemented to facilitate the processing of data and make recommendations for new programs or changes as needed to management.
    • Approve benefit provider billings and documents for payment.
    • Conduct investigations, report and recommend solutions in a manner consistent with company policies/procedures and applicable law; oversee the management and monitoring of grievance/mediation claims.
    • Assist with labor negotiations and address labor issues as they arise.
    • When necessary, work with outside legal counsel to address any legal matters related to TEI or its personnel.
    • Stay current on employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters.
    • Keep senior leadership informed of significant problems potentially jeopardizing the achievement of company goals and those not being addressed adequately at the line management level.
    • Develop and work cooperatively with the staffing team to implement staffing plans and activities.
    • Manage other human resources professionals within TEI, provide constructive feedback and training for their ongoing professional development.
    • Travel to project sites in and outside of Alaska.
    Other Collateral Duties: Perform other duties as directed by the Executive Management.

    Job Requirements

    MINIMUM QUALIFICATIONS:

    Education and/or Experience:
    • Bachelor's degree in Business Administration or comparable subject matter required with specialization in Human Resources Management or Bachelor's degree in Human Resources Management preferred; JD preferred.
    • Current PHR Certification required; current SPHR Certification preferred.
    • 5+ years of experience in compensation management and in developing employee handbooks and policy/procedure manuals.
    • Experience in writing position descriptions, recruiting, hiring and terminations.
    • 5+ years direct supervisory experience as a Human Resources Manager or Director.
    • Specialized training in employment law, compensation, organizational planning and development, employee relations, safety, training, and preventive labor relations.
    • Current or recent affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
    Language Skills:
    • Must have excellent verbal and written command of the English language, with the ability to read and comprehend written correspondence.
    • Ability to write business correspondence.
    • Ability to effectively present information in a one-on-one or small group situation to other employees of the organization and to management.
    Other Skills, Knowledge and Abilities:
    • Must have a broad knowledge and experience in employment law, compensation, organization development, employee relations, safety, and training and development.
    • Must have demonstrated experience in developing or updating employee handbooks, policy and procedures manuals, standard operating policies, Affirmative Action, EEO, VETS, reports, and other mandated compensation and benefit reporting practices.
    • Must have previous experience with all facets of the McNamara-O'Hara Service Labor Standards Act.
    • Experience in negotiating and abiding by Collective Bargaining Agreements, dealing with the National Labor Relations Board, as well as Federal Mediation Conciliation Services and Arbitration is preferred.
    • Must demonstrate through past employment, a high degree of personal integrity, professionalism, professional ethics, the ability to work independently, prioritize work assignments appropriately and meet deadlines, and the ability to adhere to strict confidentiality.
    • Demonstrated ability to lead and develop Human Resources staff members.
    • Must be a team player with a strong and positive "can do" approach and someone who is able to lead by example; must have excellent interpersonal and coaching skills; must be even-tempered and work well with others; have excellent interpersonal and coaching skills.
    • Proficiency in Microsoft Office Suite and Deltek Costpoint.
    • Ability to manage and organize time effectively is a must; must be able to prioritize and successfully manage multiple projects without sacrificing the success of any one project.
    • Adhere to company's policies on attendance, maintain regular office hours, and be accessible outside of normal work hours to all TEI worksites in the event of emergencies and critical HR related events; develop adequate delegation coverage when not available.
    Physical Demands:
    • Regularly required to sit, walk and stand; talk and hear; use hands repetitively to finger, handle, feel or operation standard office equipment; reach with hands and arms; ability to lift up to 25 lbs.
