    STATEMENT OF DUTIES:


    Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience.

    Incumbent will support the Bureau of Indian Education's mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe's need for cultural and economic well-being.

    In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community.

    To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.


    Responsibilities:


    The incumbent plans, organizes, implements and evaluates a coordinated academic program for the assigned subjects/grade-levels as follows: The lower academic section which normally includes the K-8 grade levels but may include more or fewer grades.

    The program incorporates various educational, psychological, and sociological aspects to provide meaningful educational opportunities for boarding school students who are separated from their families, of a minority culture; from geographically isolated areas, and learning English· as a second language.

    Supervises eleven or more professional teachers and one or more non or para-professional positions such as Education Aids/Sub-teachers ranging from CY-01 to CY-03.

    Monitors staff and program effectiveness through frequent classroom visits, formal and informal observations, and individual or group conferences pertaining to program, procedures, methods and techniques.

    Reviews subordinate staffs lesson plans to insure what subject matter, concepts, and related materials are educationally adequate and reflect the objectives, concepts, and practices specified in the Area/Agency/School curriculum guides, and directives.

    Provides professional leadership to all members when deemed necessary or requested but will provide frequent review and assistance for staff members in developmental grade levels.

    Insures instructional coverage for classrooms during absences of regular teachers.
    In coordination and cooperation with other departments assists in development and implementation of daily/yearly activity plans an schedules.

    Cooperates with all departments in developing, modifying and initiating schedules, procedures and policies which will insure a coordinated school program.

    Works with students, parents, teachers, and other concerned staff

    • in resolving various extreme of difficult problems. Functions in a liaison capacity when working with various individuals and groups in the community such as the Parent Advisory committee, School board, parents or visitors.

    Analyzes departmental needs pertaining to staffing, facility modification, equipment, supplies and materials and submits recommendations, requisitions, and cost estimates pertaining to these needs to be used in the preliminary budget estimates.

    Takes budget allocations and ensures requested expenditure are within approved limits. Conducts periodic inspections of assigned facilities and equipment and initiates maintenance requests as necessary.

    Is responsible for periodic inventories for all supplies, equipment and texts of the department to ensure that theft and damage is kept to a minimum.

    Reports all losses to the supervisor.

    BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:
    Must meet education AND experience required for Pay Level 06:

    Education:
    Master's Degree

    Experience: 3 years


    Master's Degree in any appropriate area of Education including or supplemented by 12 semester hours of educational administration courses which may include hours in Curriculum Development, Educational Supervision and Leadership, Guidance Supervision, Educational Finance and Budgeting or School Law.

    Professional educators serving as department head for academic areas will meet the requirements for state teacher certification in one (1) subject area that is supervised.

    At Level 06, applicants experience will have included one year of appropriate experience equivalent to Level 05 as described under description of work.

    PHYSICAL REQUIREMENTS:


    Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted.

    Ability to hear the conversational voice, with or without a hearing aid, is required, except that some positions may be suitable for persons who are blind or deaf.

    In most instances, an amputation of arm, hand, leg, or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.

    Government quarters are not available.


    DRIVING REQUIREMENT :

    Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required.

    Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.

    Applicant is subject to a favorable background investigation. This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation.
    The Investigative Process for

    Public Trust Positions:

    Background investigations for public trust positions are conducted to gather information to determine whether applicants are reliable, trustworthy, of good conduct and character, and loyal to the U.S.

    The information that provided on the Questionnaire for Public Trust Positions (SF-85P) and the Declaration for Federal Employment (OF 306) may be confirmed during the investigation.

    The investigation may extend beyond the time covered by this form, when necessary to resolve issues.

    The applicant's current employer may be contacted as part of the investigation, although the applicant may have previously indicated on applications or other forms that the applicant did not want the current employer to be contacted.
