    This full-time project WMS 2 position is located within the Office of the Assistant Secretary in the Health Services Quality Assurance Division and is currently funded through June 30, 2027.

    What you will do:


    As the Credentialing Improvement Project Director (WMS 2), you will be responsible for providing strategic direction and leadership for multiple and concurrent projects focused on improving health profession and facilities credentialing and licensing.

    You will lead assigned project managers, project management team, business subject matter experts, organizational change management resources, and executive and business sponsors You will:


    • Lead a portfolio of projects focused on improving credentialing processes, simplifying the customer's experience, enhancing staff satisfaction and setting standards of excellence
    • Manage and provide mentorship for various project management support roles including business project managers, business analysts, work stream leads, and workgroup members
    • Lead, organize, and motivate the various project teams to deliver efficient and timely credentialing services
    • Collaborate with the project epidemiologist(s) in defining and supporting intensive data and analytics support to refine performance metrics and create data dashboards
    • Manage risk, monitor finances, and ensure each phase of the project starts and ends on schedule and deliverables are met
    • Support agency goals by developing and implementing standards, processes, best practices, and fully addressing business needs to ensure that projects are being managed and enhanced functionality is delivered to our customers


    Washington is facing severe health care workforce shortages, notably in behavioral health and long-term care, that serve as barriers to residents receiving needed health care services.

    The outcomes of this project work will address the complex and multifaceted barriers that contribute to credentialing delays.

    This position is directly accountable for implementing process improvements, improving information for applicants, and rulemaking support for over 85 professions and 13 boards and commissions.


    About Us:


    The Health Systems Quality Assurance (HSQA) Division is responsible for establishing standards for patient safety, ensure providers meet these standards, and evolve the standards to support emerging needs in the health care delivery system.

    Safe, quality health care is essential to promoting the health and wellbeing of all Washingtonians. Our team regulates and supports more than 423,670 health professionals and 8,910 facilities.

    We work closely with advisory groups, boards, and three partner commissions (Chiropractic Quality Assurance Commission, Washington State Board of Nursing & Washington Medical Commission) Each year we review more than 14,500 complaints and inspect thousands of facilities.


    Your Role:
    Are you an expert project manager who can deliver outstanding results in a complex and dynamic environment? Do you have the skills and experience to lead a high-performing team and ensure the success of the credentialing improvement project?

    As the project director, you will:

    • Oversee the credentialing improvement project from start to finish, making sure that the project goals, objectives, scope, schedule, budget and quality are aligned with the project charter and vendor recommendation.
    • Apply a project management methodology that suits the project's needs and challenges, and adapt it as necessary throughout the project lifecycle.
    • Anticipate and mitigate potential problems and risks by monitoring and evaluating the social, fiscal, and political factors that may affect the project.
    • Develop, monitor, and adjust the project plans and strategies, taking into account the long-term implications and risks of the project.
    • Maintain high-quality project documentation that follows the best practice standards (PMBOK, PMI, and DOH project management methodology), and keep it updated and detailed at all times.
    • Report on the project's progress and performance to the relevant stakeholders and groups, using key metrics and indicators.
    • Provide leadership and guidance to the project management team, consisting of two business project managers, an organizational change practitioner, and the internal project teams.
    • Communicate effectively with the Executive Sponsor, providing them with timely and accurate information and consultation about the project status, risk, and issue resolution.
    • Ensure compliance with the Project Management standards that reflect industry best practices.
    • Demonstrate expert knowledge and application of SharePoint, and other documentation and tracking tools (i.e. MS Project or equivalent).

    Your Impact:
    This position has authority to make strategic and tactical decisions related to the credentialing improvement strategic project plan. This authority is granted from the Executive Sponsor, executive steering committee, and agency executive leadership.

    Decisions made on and for the project will change how health care providers interact with the agency to obtain their credentials to practice in the state of Washington.

    The outcome of this work will update internal processes for credentialing health provider licenses in Washington State and connect to the Healthcare and Enforcement Licensing Management System (HELMS) [KC1] project.

    This position is included in the Washington Management Service.

    Work location

    The incumbent may be located anywhere within the State of Washington.

    The incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.

    We anticipate the incumbent will work at the Tumwater office up to four days a month.

    The Ideal Candidate Qualifications:
    A Bachelor's degree or higher in a relevant field such as project management, business administration or related discipline (Supervisory and project management experience will substitute for education year for year);



    AND

    Six years of experience successfully managing a range of medium to large projects with increasing complexity in project management using a standardized methodology that crosses program or divisional boundaries;


    AND
    Three years' experience guiding and motivating project teams through effective communication, delegation of tasks, conflict resolution and making informed decisions;

    AND


    • Experience using data to manage and make data-driven decisions.
    • Vendor/contract management experience to effectively manage deliverables and relationships to accomplish project goals.
    • Experience applying Change Management (Prosci, ADKAR or equivalent) in large scale Business and/or IT Projects.
    • Experience applying quality/process improvement principles to improve performance by systematically removing operational waste and reducing process variation.
    • Experience producing technical documentation (e.g., planning documents) using a tool such as MS Word.
    • Experience using scheduling methods and tools and a budget tracking tool (e.g., MS Excel) to manage projects.
    • A strong understanding of performance measurement, including data collection, manipulation, and interpretation.
    • Outstanding written and verbal communication skills using multiple channels.

Adept at managing relationships, negotiating, and resolving conflicts.

    Familiarity with financial management, cost estimation and budgeting. Experience monitoring budget expenses.

    • Adaptability and

    Problem Solving:
    Experience employing critical thinking skills to assess situations and develop effective solutions.

    • Time Management: Demonstrated expertise in prioritizing work and meeting deadlines. Manage resources efficiently to optimize project schedule.
