    About the Contracts & Procurement Department:


    The Contracts & Procurement division (C&P) of DES is responsible for the equitable implementation of exceptional and innovative goods and services procurement and contracting.

    On behalf of state government, C&P is responsible for statewide, cooperative, and convenience contracts for goods and services; ensuring the attainment of statewide policy objectives for procurement; sole-source contract oversight/ procurement policy; reducing systemic barriers to inclusion and increasing equity in state procurement; and delegation of authority and risk mitigation processes around state procurement activities.


    About the Opportunity:


    As the Deputy Assistant Director for the Contracts and Procurement Division, you will be responsible for ensuring the successful delivery of C&P services by overseeing the programs responsible for extensive statewide services.

    Your work will improve equity in state contracting, helping Washington's small and diverse businesses access procurement opportunities, and assisting agencies in procuring environmentally-sustainable products and services.

    Major programmatic areas of responsibility include the management of the Washington Enterprise Business Solution (WEBS) program, enterprise contracts and procurement training programs, the statewide contract vendor management fee, and the statewide contracts usage program.

    You will be responsible for developing, reporting, and analyzing data, particularly pertaining to small and diverse supplier participation, that is relied upon at both the department and state level.

    As the Deputy Assistant Director for the Contracts and Procurement Division, you will be responsible for:


    • Providing consultation to the Assistant Director and conducting research involving matters relevant to the division lines of business.
    • Working to ensure the division is continually improving equity in state contracting, helping Washington's small and diverse businesses access procurement opportunities, and assisting agencies in procuring environmentally-sustainable products and services.
    • Developing the division and program budgets, budget projections, and budget packages, assisting in managing the division budget, and providing expertise to the other division units in preparing their budgets and allotment requests.
    • Managing and facilitating the coaching and mentoring of all staff within the division so as to develop an effective team that practices and demonstrates Lean and agile fundamentals and understands and implements the vision established by the Assistant Director of the division.
    • Overseeing the statewide Contracts and Procurement training program; providing guidance to the training manager in creating a training program that is innovative, effective, comprehensive, and easily accessible.
    • Overseeing the statewide contract vendor management fee program to establish, monitor, support and evaluate the management fee that is applied to approximately $1.3 billion in annual contract volume across 250+ statewide contracts.
    • Overseeing the Washington Electronic Business Solution (WEBS) system that provides statewide vendor registration and bid notification to 20,000+ vendors.
    • Developing an electronic procurement (eProcurement) approach within the context of the enterprise resource planning (One Washington) strategy.
    • Developing enterprise planning and map (sub-processes/process measures/outcome measures) for the programs and services provided by the C&P division.
    • Managing and overseeing the marketing and analysis for statewide contracts.
    • Managing and overseeing the outreach and diversity program and assisting the deputy and assistant directors in ensuring direction set by the director and subcabinet committees is implemented and successful.
    • Developing division level fiscal notes and bill analyses in response to Legislative bills.

    Required Education, Experience, and Competencies:


    A Master's Degree in business administration, public administration, law, public health, health administration, or a related field from an accredited college or university whose accreditation is recognized by the U.S.

    Department of Education and the Council for Higher Education Accreditation (CHEA);


    AND
    Four (4) years of experience managing a similar agency program.

    OR


    A Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field from an accredited college or university whose accreditation is recognized by the U.S.

    Department of Education and the Council for Higher Education Accreditation (CHEA);


    AND
    Five (5) years of experience managing a similar agency program.

    OR

    Eight (8) years of experience managing a similar agency program.

    Preferred Additional Education, Experience, and Competencies:

    • Four years of governmental policy work; and/or
    • Four years of project management experience and/or a project management certificate from an accredited college or university or a Certified Project Management certificate from the Project Management Institute (PMI); and/or
    • Lean quality certification (green belt or black belt); and/or
    • Agile/Scrum certification.
