    About the division:
    The

    IT Innovation and Customer Experience Administration (ITICEA)


    works across the Health Care Authority (HCA) and in partnership with the health care community at a local, state, and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients' ability to access appropriate, quality health care.

    The EPMO is administratively located within HCA as the designated State Medicaid Agency in the ITICEA but works for the benefit of all

    Human Services Enterprise (HHS)

    Coalition organizations. The HHS Coalition

    Enterprise Portfolio Management Office (EPMO)

    supports the multi-organization collaborative to track, monitor, and maintain the HHS Coalition portfolio of programs and projects. The EPMO provides portfolio management, governance, communications, contract and vendor management, and other core portfolio office functions.

    This role directs the ongoing operations and improvements of the EPMO utilizing high-quality program and portfolio management expertise and the tools necessary to ensure successful management of the HHS Coalition EPMO.


    About the position:
    The

    EPMO Director (WMS4)


    is a senior technical expert and managerial professional responsible for directing and controlling the critical development, implementation, and operationalization of the HHS Coalition governance program.

    The position will lead interagency as well as external activities essential to the implementation and management of the HHS Coalition enterprise governance.

    This position provides strategic direction to the governance process as well as subject matter expertise in portfolio management, process mapping, process and outcome measurement, and coordination of enterprise contracted services (QA and TQR, OCM, enterprise architecture, and others needed) across the seven organizations.

    This position provides advanced level management of the HHS Coalition governance to facilitate and coordinate the work of DCYF, DOC, DOH, DSHS, HBE, HCA, and WaTech senior executives and management to implement an enterprise governance model in compliance with federal and state requirements.

    The incumbent's work directly affects the management of the HHS Coalition design, development, and implementation (DDI) work and maintenance and operations (M&O) by ensuring integrated enterprise-level coordination of the programs and projects that comprise the HHS Coalition portfolio.

    This position is eligible to telework but is frequently required to report on-site to meet business need.


    The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington.

    Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.


    Some of what you will do:This position works closely with and in support of HCA and HHS Coalition governance management across the agency and portfolio, to include program divisions, policy, and legislative affairs, legal, contracts, communications, and information technology services to ensure consistent and accurate implementation of policies and administration.

    Oversee and guide the Portfolio's approach to contract & vendor management, communications, financial management, legislative strategy and monitoring, talent acquisition & retention, and other aspects of core PMO support to the program.

    Work in partnership with HHS Coalition program and PMO team of portfolio managers, scrum masters, organizational change management and communications professionals, contract and vendor managers, budget and finance, legislative directors and coordinators, and other professionals.

    The teams include both state employees and contracts dedicated and matrixed to the projects and programs.

    Provide oversight for the HHS Coalition EPMO's overall portfolio management methodologies and strategy in partnership with governance and the projects and programs that make up the HHS Coalition portfolio.

    Direct, Implement and Operationalize HHS Coalition Enterprise Portfolio Management Office.

    Lead the HHS Coalition Enterprise Governance Program in partnership with DCYF, DOC, DOH, DSHS, HBE, HCA, and WaTech senior executives and management and in compliance with all federal and legislative initiatives and requirements.

    Coordinate with Authorizing Environment, HHS Coalition partners, stakeholders, and other HCA Programs and Units Facilitate interagency coordination and collaboration to support HHS Coalition enterprise governance strategy and activities.

    Manage and Lead HHS Coalition Enterprise portfolio Management Office.
    Support and guide HHS Coalition staff resources in the implementation and operationalization of the HHS Coalition Portfolio and Governance.

    This position will be required to strategize regarding complex technical solutions across diverse stakeholders (internal and external) in areas that are unknown, unprecedented, highly complex, and require creative and advanced systems solutions.


    Required qualifications:
    Master's degree in policy, Business/Public Administration, Computer Science, or a closely related field.

    ANDFive (5) years of progressively responsible experience as an information or systems architect or information technology portfolio management professional working with large mission-critical systems.

    ANDThree (3) years of progressive management experience which must include experience supervising direct reports.

    Additional related professional level experience may substitute year for year for the required graduate education)Required Competencies & ExperienceExpert project management and/or process improvement skills, demonstrated with recognized Project Management Certification and/or Process Improvement (Lean/Six Sigma) certification.

    Business planning skills, strategic short and long-range planning, decision making, leadership.

    Expert collaborator with the ability to work across organizations, lead and influence teams and workgroups comprised of staff from multiple organizations.

    Ability to communicate effectively across a broad spectrum of managerial, administrative, and professional staff, including the ability to write clearly and translate technical documentation to align with plain talk standards.

    Experience with portfolio planning and an ability to anticipate and manage project risks.
    Skills and abilities to mentor and coach staff and team members on project management principles and process improvement activities.
    Working knowledge of human-centered design principles and applicable methodologies in government organizations.
    Proficient in the use of MS SharePoint, Word, Excel, PowerPoint, Project, and Outlook.
    Commitment to quality, diversity and public service values including a demonstrated commitment to providing superior customer service.


    Preferred qualifications:
    Working knowledge of Washington State government including DCYF, DOC, DOH, DSHS, HBE, HCA, and WaTech organization, mission, and goals.

    Knowledge of HCA and Washington State Office of the Chief Information Officer (OCIO) project management and governance principles, processes, and authorizing environment.

    Knowledge of federal Centers for Medicare and Medicaid Services (CMS) rules, regulations and system and budgeting oversight requirements.
    Knowledge of budgeting and financial reporting.

    Strategic leadership and long-range planning skills, including the ability to work across the organization, build and sustain effective teams, coach and mentor others, and lead change.

    Ability to resolve issues and problems in a timely and productive manner.
    Knowledge of current federal trends in MMIS systems and information technology solutions.
