    HITACHI RAIL STS USA, INC., headquartered in Pittsburgh, PA, seeks a Senior Supply Chain Planner to work in Pittsburgh, PA, and unanticipated locations throughout the US.


    The Senior Supply Chain Planner will be required to perform the following duties: (1) Ensure the issuing of an estimation of the overall external costs on "high complexity" Bids Finalization & submission of make and buy external cost estimation; (2) Ensure the external cost planning and forecast (for materials, services, packages and subcontractors) during the project execution phase in collaboration with cost controlling dept; (3) Ensure the submission of all project Supply Chain inputs required to define and issue the Integrated Project Plan; (4) Ensure the project material delivery (including spare parts and repairing of failed material) in accordance with the project plan by coordinating all planning & logistics activities among the different legal entities involved in the project; (5) Ensure the "launch of the production" on the basis of project requirements (Transfer orders, Purchase orders, advance demand.) in alignment with the project schedule; (6) Ensure the issuing of the Purchase Requests for all materials, external services, packages and subcontractor to ensure project on time delivery; (7) Ensure the issuing of the supplier logistic and supply planning documentation in alignment with contractual requirements (Performance Bond, Transportation Plan, Procurement Plan, Fabrication Plan,); (8) Ensure the monitoring and reporting on supplier performances (including logistic provider) in terms of production, FAT, lead time, shipment , project warehouse management and compliance with contractual requirements; (9) Ensure the creation of a SES (Service Entry Sheet) and Work Progress Certificate (WPC), based on the supplier achievement of project milestones, authorizing the Subcontractor to issue an invoice; (10) Ensure the identification and implementation of project mitigation actions due to the risk of potential misalignments of the supplier performances in comparison with the contractual requirements; (11) Ensure the identification and implementation of Buy America requirement throughout the bids/ contracts; (12) Provide technical assistance on compliance issues associated with Federal Transit Administration (FTA) Buy America requirements; and (13) Ensuring compliance with DBE (Disadvantaged Business Enterprise) applicable policies, procedures, and regulations.

    This position is for a roving employee who will work in unanticipated locations throughout the United States. The employee will have to relocate, but travel is not required from any particular location.


    Position requires a Bachelor's degree in Business, International Business, or Logistics, and four years of experience within the supply chain field for rail transportation.


    Must have experience with the following: (1) experience with management of supply chain, logistics, or warehouse management on projects valued at over $250 million; (2) experience with vendor or supplier management for purchases valued at over $25 million; (3) experience with forecasting and cost planning on projects valued at over $250 million; and (4) experience with risk mitigation action plans as the result of late deliveries or supply chain issues.


    Must have of knowledge of the following: (1) Contracts, Project Management, Supplier Management, and Procurement Planning methods; (2) vendor rating and supplier monitoring;(3) reporting activities; (4) Technical/Technology; (5) Risk Management; (6) continuous improvement; (7) MPS - MRP techniques; (8) cost controlling and budgetary concepts/ basics; and (9) logistics and warehouse management.
