    POSITION OVERVIEW

    The Program Manager of Accountability will lead the development and enhancement of school accountability systems, oversee the publication of state and local report cards, manage EDFACTS data collection and reporting, and ensure compliance with federal reporting requirements. This role requires a blend of education expertise, program management skills, and data analysis proficiency to effectively monitor and improve school performance evaluation mechanisms while adhering to regulatory standards. The ideal candidate will possess strong communication skills, strategic thinking abilities, and a commitment to promoting transparency and accountability in education

    Please note: this role does not allow for any form of remote work, including telecommuting or hybrid arrangements. The nature of this position necessitates a consistent in-person presence. Prospective candidates should be aware that the responsibilities associated with this role require physical presence at the designated workplace in Oklahoma City, Oklahoma.

    MINIMUM QUALIFICATIONS
    • Bachelor's degree from an accredited college or university in [official transcript(s) required upon hire];
    • Five (5) or more years of experience in technical program management, particularly in the education sector.

    ESSENTIAL FUNCTIONS

    • Comprehensive Oversight: Oversee the operation and implementation of the state's school accountability system, managing functions related to the Oklahoma School Report Cards and accountability standards.
    • Adherence to Accountability Measures: Ensure strict compliance with state and federal accountability measures, translating complex statistical concepts into understandable language for stakeholders.
    • Leadership in Data Management: Provide leadership in managing the Accountability Reporting data system, preparing briefs, and executive summaries for key stakeholders
    • Guidance and Support: Offer guidance to senior leadership regarding Oklahoma's school accountability system and supervise research activities related to public PK-12 schools.
    • Maintain Data Accuracy: Ensure accuracy and fidelity of business rules for the accountability system and other data reports, ensuring compliance with technical requirements.
    • Timely Data Delivery: Deliver timely, valid, and accurate data to internal and external stakeholders, providing leadership and direction to accountability staff.
    • Support School Improvement: Collaborate in supporting school improvement efforts, offering professional development opportunities for state and district personnel focused on accountability.
    • Expertise in Accountability Principles: Possess in-depth knowledge of school accountability principles, assessment methodologies, and data analysis techniques.
    • Familiarity with Federal Regulations: Understand federal education laws and regulations, particularly as they relate to accountability and reporting (e.g., ESEA, Every Student Succeeds Act).
    • Data Management Skills: Strong data management and analytical skills, including the ability to interpret complex data sets and communicate findings effectively.
    • Database Familiarity: Familiarity with relational databases and tools such as SQL to utilize them effectively.

    SUPERVISORY RESPONSIBILITIES

    Supervisors are responsible for overseeing and managing a team of employees to ensure they perform their duties effectively and efficiently. Overall, a supervisor plays a critical role in ensuring the success of their team and the organization as a whole. They must possess strong leadership and communication skills, as well as the ability to manage resources effectively and resolve conflicts.

    • Assigning tasks: Assign tasks and projects, monitor performance, and facilitate ongoing training and development to ensure optimal team performance and success. Ensure workloads are balanced and everyone has enough work to do.
    • Monitoring performance: Monitor team performance and provide feedback to help them improve. Recognize and reward good performance and address any issues promptly.
    • Providing training and development: Provide training and development opportunities that enhance the skills and knowledge of team members, promote career growth, and support the achievement of business objectives.
    • Ensuring compliance: Ensure team members comply with company policies, local, and federal laws, and regulations by overseeing and monitoring team activities and conducting regular audits.
    • Managing resources: Manage and allocate team resources, including equipment, materials, and supplies, to ensure they are being utilized effectively and efficiently.
    • Communicating with management: Maintain regular communication with senior leadership to provide updates on team performance and to collaborate on resource allocation and support needs.
    • Resolving conflicts: Resolving conflicts within the team by actively listening, identifying issues, and facilitating discussions to find mutually agreeable solutions. Provide guidance and coaching to team members on conflict resolution strategies and ensure a positive and respectful work environment.
    PHYSICAL DEMANDS AND WORK ENVIRONMENT

    Location: Oliver Hodge Building, Oklahoma City, Oklahoma
    • Work is typically performed in a climate-controlled office setting with exposure to moderate noise. While performing the duties of the job, employee is frequently required to talk, stand, walk. This position requires long periods of sitting and daily use of computer and phone. Must be able to remain in a stationary position 75% of the time;
    • Ability to stand, reach and bend 50% of the time;
    • Operates a computer and other office productivity machinery, such as a calculator, copy machine/printer, office telephone 75% of the time;
    • Ascends/descends stairs 25% of the time;
    • Communicate with others accurately and effectively 100%;
    • Ability to lift to 25 lbs.
    TRAVEL

    Less than 10% in-state/out-of-state travel may be required to conduct, facilitate, and/or attend meetings and trainings.
