    Under the direct supervision of the Chief Financial Officer (CFO) of the Human Rights Commission (HRC), the Program Monitor will perform dynamic and impactful work focused on ensuring contract compliance and coordinating the monitoring of contracts and grants awarded to our suppliers. This role is vital in supporting HRC's mission to advance racial justice and equity throughout our city. You will be at the forefront of ensuring that our innovative programs and grants, aimed at dismantling systemic inequities, are executed with integrity and excellence.

    What You'll Be Doing

    As a Program Monitor for the Human Rights Commission's Procurement team, you will play a pivotal role in maintaining the integrity and compliance of contracts and grants awarded by the HRC. Your work will directly support groundbreaking initiatives that address racial justice, economic empowerment, and community resilience. This position requires a passionate, detail-oriented individual who is excited about ensuring our suppliers and grant recipients adhere to the highest standards of City policies and rules, thereby contributing to the creation of a more equitable and just society.

    Essential Duties and Responsibilities

    1. Contract Compliance Monitoring:
      • Assist in providing technical assistance to project personnel in developing and implementing annual work programs and budgets that align with HRC's mission of racial justice and equity.
      • Review and analyze monthly reports submitted by project directors and agencies for compliance with budgetary and programmatic requirements and objectives, ensuring alignment with HRC's strategic goals.
      • Conduct evaluations to assess the effectiveness and compliance of individual projects, providing necessary recommendations to enhance the impact and integrity of our racial justice initiatives.
      • Review and verify compliance with required documentation, including agency-wide budget and cost allocation plans, audited financial statements, fiscal policies and procedures, financial reports, personnel policies, and other documentation as required.
    2. Data Compilation and Analysis:
      • Compile, analyze, and process data related to the impact of various innovative projects aimed at addressing systemic inequities within city communities.
      • Update and maintain statistical data, ensuring accuracy and relevance to support informed decision-making and strategic planning.
      • Prepare and submit comprehensive performance monitoring reports on a monthly basis, highlighting successes and areas for improvement in our racial justice programs.
    3. Technical Assistance and Support:
      • Provide technical support to grantees in policy and procedures implementation, ensuring projects are executed in ways that maximize their impact on racial justice and equity.
      • Assist in project analysis and recommendations based on the evaluation of performance data, focusing on projects that drive systemic change and community empowerment.
      • Coordinate with HRC's grant managers to ensure compliance with all City policies and rules, fostering a collaborative and supportive environment for our partners.
    4. Administrative Duties:
      • Ensure all documentation and records related to contract and grant monitoring are accurately maintained and up-to-date, supporting transparency and accountability.
      • Support the CFO in the preparation of reports and other documentation required for internal and external audits, showcasing the impact and integrity of our work.
      • Perform related duties as required, contributing to the overall efficiency and effectiveness of the HRC Procurement team.

    This role may also be assigned duties, not listed above, as they contribute to the overall advancement of the SFHRC mission.

    Qualifications

    Minimum Qualifications

    1. Possession of a baccalaureate degree from an accredited college or university AND one (1) year of administrative/professional experience in community development , housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, or elections related work; OR

    2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice.

    Substitution:

    Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
