    Under general supervision provided by a Senior Management Auditor, the incumbent will independently perform the most complex, sensitive audit assignments by examining an audit entity's operations and financial management systems and conducting technical audits of fiscal and management processes and practices of the department, state agencies, local governments, local education agencies, and private for-profit and non-profit entities.


    • Independently or as a lead auditor, perform a variety of comprehensive and complex audits and reviews within the department, other state and local government agencies, local education agencies, and private for-profit and non-profit entities in a timely and professional manner. Work directly in the geographical areas of the audit entity's location in order to directly lead the examination and analysis of source documents and interviews of auditee staff. Plan, coordinate and conduct the most complex audit assignments to ensure compliance with applicable auditing standards and state and federal regulations. Assess the sufficiency of audit work performed, conduct first-level reviews of audit work performed by journey level staff, and ensure audit conclusions address audit objectives established for the audit. Prepare audit work papers, reports, letters and memorandums in formats established by management or as directed by management. Present audit scope, objectives and conclusions to auditee and department staff in a professional, independent and concise manner.
    • Research, evaluate and apply federal and state laws, regulations, legal opinions, and/or legislation applicable to the more complex audit assignments. Prepare and provide technical assistance and audit expertise to management on the preparation of audit programs, audit planning memorandums, audit reports and the presentation of audit findings and recommendations. Perform initial review of audit working papers and provide input on staff performance to management.
    • Assist in updating or developing A&I's processes and procedures pertaining to new rules and state and federal requirements. Perform the duties of a TeamMate Champion including acting as the primary point of contact for coordinating application updates, identifying issues, and developing recommendations to resolve TeamMate audit software issues.
    • Meet the continuing professional education requirements of auditing standards and maintain technical competence in conducting audit and audit-related assignments. Provide training for auditors in the audit process including audit planning, fieldwork process, work paper preparation, audit finding development, and report writing. Prepare and provide training presentations to audit entities on critical audit issues and concerns at the direction of department management. Provide technical assistance to management for supportive staff services, such as budgeting, personnel, and management analysis. Conducts other audit related activities as specified and approved by A&I management.
    • State employees with a permanent status, who are eligible for a Training and Development (T&D) assignment, shall also be considered for this position.

    TELEWORK OPTION


    This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California.

    A hybrid telework schedule includes working remotely and physically reporting to the office.
