    Description


    The City of Salinas is accepting applications for regular, full-time Community Development Analysts and limited term Community Development Analysts to establish eligibility lists for future vacancies.

    These positions will support fair housing, affordable housing development, and/or grant management and compliance activities within the City's Housing and Community Development Division.

    Under the guidance of the

    Community Development Director or designee,


    these positions provide a high-level of primary administrative and operational support functions inclusive of data collection and management, public engagement and interaction, reporting and coordination with State and Federal funding agencies, and implementation of various program services.

    Limited term, at-will positions are full-time and benefitted; however, appointments are for special programs, they do not provide for attainment of regular status, and they are not to exceed two years.

    Applicants with foreign degrees/transcripts must provide U.S. degree equivalency by submitting a credential evaluation report.     Summary of Duties

    :


    The Community Development Analyst performs varied and highly responsible administrative work and technical assistance in the City's Community Development Department to develop, implement and monitor federal, state and City plans, programs, projects, and grants focused on, but not limited to, housing, homelessness outreach, tenant protections, community and economic development and small business support.

    Distinguishing Characteristics

    :

    This is a single level position within the Community Development Department. Responsible for the evaluation of departmental and division programs and initiatives.

    Supervision Received and

    Exercised:

    Receives direction from the Community Development Director or designee and may exercise supervision over technical and clerical personnel.

    Assists with required grant and City record keeping; prepares performance and monitoring reports
    Ensures program compliance with Federal, State, and local regulations
    Prepares, monitors, and administers operating budgets and funding allocations
    Compiles and interprets data
    Coordinates, organizes, and monitors program activities with other City departments and outside agencies; acts as staff liaison with Federal, State, and local representatives
    Coordinates the completion of Federal, State, and local environmental review process required for project and program activities; researches and analyzes program requirements and makes recommendations for improvements
    Assists in the development and implementation of assigned Division goals, objectives, policies, and priorities
    Interprets and analyzes legislative proposals and regulations
    Compiles, creates, and makes presentations to private groups and organizations, as well as to public agencies
    Serves as staff liaison to community organizations, governmental agencies, and the general public
    Prepares correspondence, reports, charts, and other materials necessary to accomplish Departmental goals
    Prepares and delivers public information in a variety of formats (e.g., brochures, advertisements, requests for proposals, newsletters, application forms, social media posts, etc.)
    Supervises, trains, and evaluates technical and clerical staff; community outreach staff and volunteers as assigned
    Performs related duties as assigned

    In addition to the functions listed above:
    When Assigned to Housing and Community Development

    If supporting Grant Management and Compliance activities:
    Ensures program and project compliance with Federal, State, and local regulations and all other federal requirements under Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grants (ESG), Permanent Local Housing Allocation (PLHA), California Interagency Council on Homelessness (Cal ICH), California Emergency Solutions Housing (CESH) and other programs
    Interprets and analyzes legislative proposals and regulations
    Acts as staff liaison with state Housing and Community Development (HCD) and regional Housing and Urban Development (HUD) representatives
    Assists with required grant and City record keeping; prepares grantee performance reports
    Assists with preparation of various grantee applications and reports (e.g., Consolidated Plan, Annual Action Plan)
    Advises and monitors City-funded subrecipients and other housing production and homelessness-related program applicants and the general public on Housing Division activities, initiatives, and best practices
    Prepares, monitors, and administers operating budgets and funding allocations; assists with the preparation and submittal of plans and reports such as the Annual Action Plan, Consolidated Annual Performance and Evaluation Report and Consolidated Plan
    Prepares applications for affordable housing and homelessness activities; oversees required Federal, State and City grant record keeping; prepares grantee performance reports
    Prepares reports and other necessary documentation related to the HUD Integrated Disbursement and Information Systems (IDIS), Sage Homeless Management Information System (HMIS) and other information systems used by the Housing Division
    Assists with HUD Audit and City Single Audit
    If supporting Public Facility, Housing Policy and/or Production activities:

    Acts as the lead coordinator for assigned housing policy and program initiatives
    Leads coordination of annual reporting and compliance for housing activities
    Supports preparation of housing project environmental review and other documents required for project funding
    Monitors applicable State and Federal housing initiatives and legislation
    Serves as a project manager regarding development, construction, and/or rehabilitation of public facilities and housing projects to achieve compliance with applicable federal and state requirements such as procurement, civil rights, and labor standards which are the responsibility of grant recipients
    Manages affordable housing projects from the planning stage to completion including the preparation and administration of contractual agreements and financial agreements, and required monitoring and loan servicing functions
    If supporting housing navigation and tenant protection activities or services:

    Provides housing information, education, referral services, and general financial counseling to support access to affordable home ownership and rental opportunities
    Coordinates provision of Fair Housing and Education services
    Identifies new program/public service partners to provide homeless prevention services
    Supports applicable CDBG public service monitoring
    Collaborates with homelessness services team to lead city tenant protection initiatives
    Leads and coordinates the operation of specialized rental housing programs

    When Assigned to Advanced Planning and Project Implementation:
    Assists in the development and implementation of goals, objectives, policies, and programs to support small business and entrepreneur development
    Plans and organizes business support outreach through website, social media, and hotline
    Maintains a comprehensive knowledge of programs and resources available
    Connects businesses to resources and assists businesses with navigating regulatory and permitting processes
    Acts as City liaison to business organizations, property owners, business owners and other community stakeholders
    Typical Decisions

    :

    The incumbent must make significant analytical decisions regarding the activities and operations of the assigned Community Development Department Division. Engages with various agencies and ensures compliance with Federal, State, and local laws.

    Knowledge of:
    Federal, State, and local regulations relating to the provision of affordable housing and homelessness
    Principles and practices of public administration, community and economic development, affordable housing, homelessness, and planning
    Municipal accounting, record keeping, and budgeting; negotiation techniques
    Research methods and procedures; mathematics and statistics
    Operation of personal computer word processing and spreadsheet programs
    Other information/reporting systems and software programs used by the Housing Division
    Principles and practices of supervision, training, and problem-solving techniques
    Grant and contract administration related to HUD programs preferred
    HUD's online information systems (IDIS) preferred

    Skill in:
    Interpreting, analyzing, and applying governmental policy, procedures, and regulations
    Collecting, analyzing, and interpreting data
    Preparing and overseeing budgets
    Preparing concise, comprehensive, and accurate written reports, presentations, and correspondence
    Communicating effectively, verbally and in writing.

    Managing, training, and evaluating assigned staff
    Education:


    A Bachelor's Degree from an accredited college or university with major course work in Public Administration, Urban Planning, Sociology, Psychology, Public Health, or closely related field.

    Experience:


    Two years of technical or analytical experience in federal and state grant administration, housing, or related public health or community development activities.

    A Master's Degree in Public Administration, Urban Planning, Sociology, Psychology or Public Health may be substituted for one year of experience.

    Licenses and Certifications:

    Avalid State of California Driver's License. Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.

    Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines and related equipment; vision sufficient to read printed materials, visual display terminals, detailed fine writing on plans and specifications for development projects, and distinguish colors for design evaluation purposes; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and reach overhead as needed; physical mobility sufficient to move about the work environment, physical strength to lift up to 20 lbs.; physical stamina sufficient to sit and stand for prolonged periods of time; occasionally working outdoors in sun, heat, fog and rain; walk on uneven surfaces; mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.

    Business office working environment subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.

    Occasionally includes driving to job sites, training, and out-of-office meetings. Occasionally may be required to work evenings and/or weekends.
