We are having so much fun at 3CE and the Human Resources Department that our Director of Human Resources and Administrative Services is seeking a Human Resources Analyst who is willing to step into the world of HR to provide additional support

Do you have over two years of experience supporting Human Resources in a public agency and have a well-rounded background in human resources? Are you hard-working and accountable? Do you actively exercise tact, diplomacy, and discretion in dealing with sensitive and complex issues? Do you have experience navigating through various HRIS portals? If so, throw your hat in the ring and join the other recruits in competing to be the next Human Resources Analyst.

You must meet all minimum qualifications to qualify for the screening process.


About the Position:


Under general supervision, perform a full range of professional journey-level personnel duties including running full cycle recruitments, job analysis, examination development and administration, classification and compensation studies, workers compensation administration support, disability management, benefit programs administration, payroll HRIS support, may supervise paraprofessional and clerical staff, and perform a variety of tasks relative to the assigned area of responsibility.

This is the entry-level professional class.

MINIMUM QUALIFICATIONS

Knowledge of:


  • Principles, practices, and methods of current personnel recruiting in
- the public sector;

  • Federal, state, and local laws, rules, and regulations affecting public sector personnel
- administration;

  • Principles and practices of job analysis, classification, and compensation administration;
  • Principles and practices of recruitment, selection, and examination development;
  • Basic statistical theories and research techniques;
  • Basic principles of supervision and training;
  • Principles and practices of public sector contract administration;
  • Principles and practices of customer service.

Ability to:


  • Exercise tact, diplomacy, and discretion in dealing with sensitive and complex issues
  • Supervise and train paraprofessional and clerical staff;
  • Research and analyze problems and prepare recommendations on a variety of issues;
  • Prepare clear and concise reports;
  • Rules, regulations, and policies for particular situations and issues;
  • Communicate effectively, both orally and in writing;
  • Establish and maintain an effective working relationship with other employees, supervisors, managers, other governmental agencies, and the general public;
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.
  • Exercise sound judgment, use discretion, and manage sensitive and confidential information.
  • Must be able to work independently and within a team setting as an effective team player, and informal/formal team leader.

Experience and Training

Experience:
Two years of increasingly responsible professional and administrative/analytical work in the human resources field.

Training:

Graduation from an accredited college or university with a Bachelor's degree in human resources, public administration, business administration, psychology, or a related field.


License/Certification:
Possession of, or ability to obtain and maintain, an appropriate, valid driver's license.

Certification as a Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) through the Human Resources Certification Institute, or as an IPMA-CP or IPMA-CS through the International Public Management Association for Human Resources (IPMA-HR) will be required within the first year of employment.

HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO:

Current remote workdays are scheduled on Monday's and Thursday's
OR employees may elect to work a 9/80 work schedule with alternating Friday's
_or_**_ _Mondays off.

RETIREMENT:
  • **Employees contribute 10% of their salary on a pre
  • tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.

HEALTH INSURANCE:

- **3CE pays $ towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $ towards HRA.


HEALTH & WELLNESS:

- **3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.


DEFERRED COMPENSATION:

- **3CE offers 457 deferred compensations.


PTO:

- **Accrued by tenure. 160 hours cap.


CELL PHONE ALLOWANCE:

- **This position is eligible for a cell phone allowance of $50.00 monthly.
