    Job Summary


    Under the direction of the Assistant Superintendent, Business Services, or designee, perform a variety of highlevel audit, accounting, and fiscal functions for the business department.

    Prepare and reconcile reports pertaining to position control including payroll functions; student attendance accounting, accounts payable/ receivable, associated student bodies including booster clubs.

    This position plays an intricate role in mid-year/year-end independent audit preparation, reporting, and year-end closing; and provides assistance in the development of interim-reports and annual budget preparation.

    Evaluate the performance of assigned personnel.

    ELIGIBLE CANDIDATES NEED THE FOLLOWING:

    EDUCATION AND EXPERIENCE:

    • Any combination of experience and training equivalent to: bachelor's degree in business administration, public administration, accounting, business management, finance or related field and Three years of increasingly responsible professional experience in three, or more areas related to: payroll functions, school accounting, accounts payable, accounts receivable, asset management and inventory control, or attendance accounting.
    -At least two years of supervisory experience is required.


    ELIGIBILITY LIST:

    An eligibility list will be created from this recruitment and will be good for one year or until the list is exhausted.


    It will be used as follows:

    To fill the current vacancy and future permanent vacancies which may occur during the life of the eligibility list.

Completing all the supplemental questions which are part of the application.

    These questions are part of the eligibility process and give you the opportunity to explain your background and qualifications as they pertain to this position.

    Your answers are required for your application to be considered complete. Do not write "please refer to my resume/application" as this answer will make your application incomplete. Please note that experience referenced in the supplemental questions MUST be reflected in your application and resume. 5.     EXAMINATION PROCEDURE:
    The examination process will include the following: 1. Screening of applications to determine completion and meeting the minimum requirements.

    Applicants who meet the minimum requirements and whose application was complete at the time the recruitment closed will move to the Examination Process.

    2. Qualified candidates will be notified via email and invited to participate in the Phase I of the Examination Process.

    Following are details on the Phase I examination:
    a. Multiple Choice Exam- A multiple choice exam will be administered to evaluate the applicant's job-related knowledge.

    The exam consists of different categories such as grammar, spelling, punctuation, basic math, reading comprehension, safety, principles, and/or practices of the trade or profession.

    The weight of this exam is 75%. The date of the multiple choice exam is TBD. b.


    Writing Exercise:
    A writing exercise will be administered to evaluate the applicants writing skills. The weight of the writing exercise is worth 25%. It will be on the same day of the multiple choice exam.

    The final Phase I score will be determined by adding the score from the multiple choice exam (worth 75%) and the score from the writing exercise (worth 25%) for a possible maximum total of 100%.

    Applicants need to achieve a minimum passing score of 70% in Phase I of the examination process. 3.

    Applicants who achieve a minimum of 70% in Phase I of the examination process will advance to Phase II of the examination process which consist of a Qualification Appraisal Interview/Oral Exam.

    Unsuccessful candidates in Phase I will not advance to the Phase II. Following are details on the Phase II examination. a. Qualification Appraisal Interview/Oral Exam- This exam will evaluate your qualification, education, experience, training and suitability. The oral exam is rated by a panel of subject matter experts. This portion of the exam requires that it be recorded. The designated passing score is a minimum of 70%. The weight of the oral exam is worth 100%. The date of the exam is TBD.

    The final examination score for this recruitment will be determined by adding the score achieved in Phase I and score achieved in Phase II and then dividing by two.

    The designated minimum passing score is 70%.

    Applicants successful in the examination process will be placed on an eligibility list (good for up to one year) in rank order of their examination score.

    Interviews are made from the top three ranks from a promotional eligibility list (current employees).

    If less than three ranks of promotional applicants are available, the remaining rank(s) will be obtained from the open eligibility list (outside applicants).

    If fewer than three ranks are available for certifications a new examination/recruitment may be requested and conducted. Merit Rule B).

    Please note that if a new recruitment is requested and conducted, you will maintain your examination score from the multiple choice examination however, your rank may change as a result of subsequent recruitments.

    The scores of new eligible applicants from the subsequent recruitments will be merged with the initial eligibility list. SELECTION PROCEDURE Merit Rule # B) Any permanent classified employees of the District who voluntarily resigns from his permanent position may be reinstated or reemployed by the Board of Education of the District within 39 months after his last day of paid service and without further competitive examination, to a position in his former classification as a permanent or limited-term employee in a related lowers class in which the employee formerly had permanent status. Merit Rule # A.

    Names shall be certified for appointment from employment lists in the sequence that follows: 1. Automatic appointments to Layoff Reemployment list candidates, until exhausted; 2. Promotional eligibility list (three ranks); 3.

    If less than three ranks of Promotional candidates are available, the remaining rank(s) are to be obtained from the Open eligibility list.

    In addition, the following candidates will be eligible to interview for the vacancy(s):
    "Request to Transfer" requests meeting at least one of the following criteria: 1. A classification within the same range or higher in a related classification; or 2. An employee who has taken a voluntary demotion being restored to his former class or to a related lower class, within 39 months -Rule #

    POSITION REQUIRES THE FOLLOWING KNOWLEDGE AND ABILITIES KNOWLEDGE OF:

    • Budget, accounting, and fiscal procedures and methods.
    • Accounting principles applicable to school district accounting.
    • Preparation of financial statements and comprehensive accounting reports.
    • Auditing and inventory control procedures.
    • Principles and practices of supervision and training.
    • Oral and written communication skills.
    • Interpersonal skills including tact, patience and courtesy.
    • Experience in various employee-tracking programs like Escape, PeopleSoft, or Galaxy.
    • Absence tracking and reporting systems such as Frontline, AESOP.
    • California School Accounting Manual, CSAM
    • Standardized Accounting Code Structure, SACS
    • Student-tracking and database systems like Synergy or AERIES
    • Food Management and Operating Systems is desired.

    ABILITY TO:

    • Perform complex accounting activities related to the preparation, maintenance and accuracy of financial records, accounts and reports for the District.
    • Provide technical assistance to District personnel regarding accounting and budgeting policies, procedures and requirements.
    • Train and evaluate the performance of assigned staff.
    • Learn specific school budget, accounting, and fiscal procedures and policies.
    • Establish and maintain cooperative and effective working relationships with others.
    • Communicate effectively both orally and in writing.
    • Plan and organize work.
    • Meet schedules and time lines.
    • Prepare clear and concise financial reports.
    • Direct the accounting program of a school system.
    • Operate a computer and other office equipment.
