    Position Summary

    The HR Generalist – Compliance (HRG-C) ensures that KenCCID's HR-related functions are compliant with applicable federal, state, and local laws and regulations, KenCCID policies and procedures, and the Collective Bargaining Agreement (CBA) with the 1199-C union.

    Location: Administrative Office in Philadelphia, PA w/travel to local community homes as required.

    Position Responsibilities

    • Works collaboratively with the HR Recruiter to ensure that new hires have all required background checks, license/certification verifications, and medical examinations prior to start date, as well as other recruiting compliance support as defined below.
    • Works collaboratively with the Training Team to ensure that staff are up to date with training requirements.
    • Conducts driver's and professional license verifications, and background checks of existing employees as required by law or internal policy.
    • Works collaboratively with the HRG-ER and HR Manager to conduct internal employee investigations and submit findings and recommendations to management.
    • Works collaboratively with the HR Manager to implement HR procedures and policies and ensure employee compliance.
    • Conducts scheduled periodic audits of employee files to ensure statutory and regulatory compliance. Conducts comprehensive employee file audits at least twice a year to ensure KenCCID's compliance with the 6100 and 6400 Regulations.
    • Reports new Workers Compensation ("WC") claims and serves as KenCCID point person for WC issues; conducts investigations of employee injuries on the job, performs/directs post-accident substance use testing.
    • Serves as the internal subject matter expert on ADA, FMLA and ACA compliance. Serves as internal point person for employees in need of or eligible for ADA accommodations or FMLA leave. Ensures employees receive health insurance in compliance with the ACA, and benefits terminate upon separation or other qualifying event. Maintains proof of alternative health insurance for employees not receiving KenCCID healthcare benefits. Leads open enrollment.
    • Effectively cross trains on other HR and training functions to provide additional departmental support as needed. Provides front desk coverage as needed.
    • In collaboration with leadership, drafts and updates standard operating procedures for HRG-C role.
    • In the course of carrying out duties, the HRG-C ensures that employees are compliant with the 6100 and 6400 Regulations.
    • The HRG-C is required to comply with KenCCID's Incident Reporting Policy.
    • Prepares monthly compliance report to HR Manager.
    • Participates in HR related projects, such as handbook and policy updates, recruiting and training initiatives, and retreats and conferences.
    • Assists the HR Manager in creating and updating job descriptions for all KenCCID employees.
    • Reports any activities that may violate established laws, regulations, policies or procedures, including the Union CBA, and the 6100 and 6400 Regulations.

    Position Requirements

    • Bachelor's degree in HR or related field.
    • A minimum of 3 years of HR-related experience.
    • Awareness and understanding of regulatory landscape surrounding the HR function. Ability to stay up-to-date on changes in labor laws and regulations.
    • Familiarity with CBA and union work environment preferred.
    • Experienced in use of Microsoft Office Suite and ADP Workforce. Ability to learn new software applications easily.
    • Obtains Pennsylvania Certified Investigator status within six months of hire date.
    • Proficiency in Adobe Captivate and Adobe Audition a plus.
    • Excellent written and verbal communication skills with proficiency in English.
    • Valid driver's license.
    • SHRM-CP or PHR certification preferred.
