    About Us:

    The Ohio Department of Aging (ODA) is a cabinet-level agency within the executive branch of the Ohio state government. The director of ODA is a member of the Governor's cabinet, serving as principal advisor and advocate for 2.8 million older adults and their families. Through services, supports, and activities that cover a wide spectrum of issues, ODA strives to achieve its mission to foster sound public policy, research, and initiatives that benefit older Ohioans.

    ODA is the federally designated agency responsible for developing and administering multi-year state plans that advocate for, and provide assistance to, older Ohioans and their families. In addition to the centralized functions, the agency designates and contracts with community providers and a network of 12 Area Agencies on Aging, who manage a wide array of federal and state-funded supportive services. These services assist older adults to live as independently as possible; promote healthy aging and active community involvement; and support family members in their vital care giving role.

    To promote the agency's vision of Ohio – the best place to age in the nation, ODA actively collaborates with consumers, stakeholders from key associations, government, and the public. The independent Office of the State Long-Term Care Ombudsman and the Board of Executives of Long-Term Services and Supports are also located within ODA.

    About the Division:

    The Office of the State Long-Term Care Ombudsman (SLTCO) safeguards the rights of consumers of long-term care and other services throughout Ohio. The office's mission is to advocate for excellence wherever consumers live. Representatives of the office seek resolution of problems and advocate for consumers and residents of nursing homes and other long-term care settings, with the goal of enhancing their quality of life and care.

    About the Role:

    The Community Advocacy Manager at the Office of the State Long-Term Care Ombudsman within the Ohio Department of Aging plays a critical role in advocating for and overseeing the delivery of Ombudsman services in community-based settings. This includes residential care facilities, class 2 residential facilities, and home-based care environments. The position is pivotal in identifying the needs within these settings and developing processes to enhance the quality of care and life for older Ohioans. It involves close collaboration with state and federal agencies, managing current service execution, and developing strategies for comprehensive, person-centered advocacy.

    Key duties of this role are:


    • Service Development and Refinement: Lead the ongoing development and refinement of Ombudsman services in various home and community-based settings, ensuring they meet the evolving needs of older Ohioans.

    • Stakeholder Liaison: Act as a key liaison with stakeholders and other agencies (, MHAS, ODM, ODH, CMS, Health and Human Service-Administration for Community Living) to ensure alignment and cooperation in service delivery.

    • Program Management: Oversee the daily execution of Ombudsman services, particularly for the MyCare Ohio program and the statewide rollout, ensuring services are delivered effectively and efficiently.

    • Needs Identification and Strategy Formulation: Identify community-based needs and issues, and formulate strategies to ensure consistent, person-centered advocacy across all long-term care settings.

    • Special Projects and Resource Development: Work on special projects within the Ombudsman program, develop resources for special events, and produce reports and guidance for both internal and external stakeholders.

    • Regulatory Compliance and Certification: Assist with managing constituent inquiries, maintain client confidentiality as per SLTCO rules, and achieve certification as a long-term care ombudsman.

    Qualifications Completion of undergraduate core program in social or behavioral science or pre-medicine; 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.

    Salary Information:

    Unless required by legislation or union contract, starting salary will be set at the lowest rate of the salary range. In most cases successful employees will move up a step in the salary range within six months, with subsequent step increases occurring every year as supported by successful performance evaluation results. We also offer cost of living adjustments, longevity supplements after five years of eligible public service, and wellness incentives.
