    Job Summary

    Elevate your career at the Minnesota Department of Health working as a Data Integration Scientist - Data Specialist. This temporary role exists to provide advanced data integration methods for the Minnesota Department of Health system, focusing on data integration methods and increasing the interoperability of data flows to automate our current processes and connect systems. This position is tasked with guiding the standardization, maintenance, and merging data sets, assisting Local Public Health partners in their efforts to establish and maintain robust data, standards, produce statistical reports, and craft visualizations of their data for public health improvements. Central to this position is a dedication to data sovereignty and equity, conducting thorough data and application assessments to ensure adherence to best practices and legal standards for data usage and retention. Additionally, this role will ensure adherence with the WCAG 2.1 standards in web and application development projects, as well as helping to move the entire agency towards implementation of these standards. This position requires an advanced proficiency in various computer programming languages, including R and Python, and a strong working knowledge of developing advanced statistical models, data forecasts, and simulations where predefined methods exist. This role requires an ability to translate complex data concepts to a wide variety of audiences and skill levels to deliver understandable information that allows the audiences to use it for actionable public health improvements based on sound scientific methods.

    This position will have the option of teleworking for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework will be based in the business needs of the unit and is at supervisory discretion. Occasional commuting to the St. Paul office is expected.

    This position is temporary with an anticipated end date of 5/21/2027, however there is possibility of the position becoming permanent.

    Qualifications

    Minimum Qualifications

    Four (4) years of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, and data strategy, data modernization, governance, and research. Experience must include one or more of the following:
    • Advanced knowledge of data integration strategies. including experience developing complex data pipelines, automating data flows, and developing custom
    • Prof iciency in the development of interactive dashboards utilizing data extracts in R Shiny and other open-source tools and developing data pipelines to ensure efficient flow of data. Data science, specifically including employing accessibility practices in data visualization.
    • Statistical modeling and advanced analysis.
    • Data governance principles, practices, and laws.
    • Research design.
    • Data analysis.
    • Data visualization or business intelligence methods.
    A degree in epidemiology, statistics, data analysis, public health, informatics, IT, computer science health information management, or a closely related field may count towards experience as follows: doctorate degree may substitute for two years of experience; master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate degree may substitute for six months of experience.

    Minimum qualifications to be assessed at interview:
    • Experience providing leadership and guidance to new staff and helping to build functional working teams.
    • Strong collaboration and communication skills, ability to form working relationships with diverse workgroups and on different organizational levels.
    Preferred Qualifications
    • Advanced degree in epidemiology, statistics, data analysis, public health, informatics, IT, computer science, health information management, or other closely related field.
    • Knowledge of public health data security principles and best practices.
    • Experience with public health data collection, management, analysis, visualization, and dissemination.
    • Experience with R, RShiny, Tableau, and other data tools in MDH's preferred standard list.
    • Proficient with forming data connections using APIs.
