    Description

    Summary

    Leading the Contracts Management team in all aspects of contract formation and management. Contributing to the development and execution of short and long-term objectives, along with strategic and tactical plans.

    Responsible for developing and maintaining the KCNSC DOE/NNSA-approved contractor procurement system and related processes. Ensuring strict adherence to established procurement processes to comply with DOE regulations. Assisting General Counsel in Prime Contract Administration. Providing management direction on high-value procurements. Demonstrating expertise in purchasing and contractor procurement compliance.

    Duties and Responsibilities

    • Maintaining approved Contractor Procurement status for KCNSC through comprehensive review and adherence to regulatory standards.
    • Collaborating with KCFO to create and implement procurement systems in Kansas City, New Mexico, and the Supply Chain Management Center (SCMC).
    • Assessing DOE and government procurement requirements to develop and administer contractor procurement policies for compliance.
    • Measuring, analyzing, and evaluating business performance in contracts management.
    • Reporting status and suggesting actions to DOE, NNSA, and management.
    • Coordinating organizational readiness and response to internal and external audits, including DOE/NNSA PEER, DOE/IG, GAO, Congressional, ISO reviews.
    • Providing guidance to Purchasing, Supply Chain Management, & Global Security on procurement activities.
    • Communicating and training best practices in contract management processes.
    • Representing management in technical and administrative matters, working closely with local DOE/NNSA representatives.
    • Aiding KCFO in developing and executing their Annual Oversight Surveillance program for FM&T procurement activities.
    • Reviewing and updating business templates.
    • Driving continual improvement in contract formation and management processes, focusing on speed, quality, and simplicity without compromising compliance.
    • Utilizing six sigma / lean methodologies and global resources to enhance efficiency and responsiveness.
    • Leading a contracts team and fostering collaboration for organizational effectiveness and standardization.
    • Ensuring staff competency and professional development to meet functional objectives.
    • Evaluating contracts independently and objectively.
    • Advising management on contractual rights and obligations, interpreting terms and conditions.
    • Building strong customer relationships to ensure high satisfaction levels.

    Requirements

    • Minimum 10 years of relevant experience, including over three years in government contract administration.
    • Bachelor's degree in business or technical discipline.

    Preferred Qualifications

    • Prior supervisory experience.
    • Preferably hold an MBA and Certified Purchasing Manager certificate.
    • Six Sigma Certification is a plus.
    • Strong communication skills (oral and written).
    • Ability to work independently and provide consultative advice to all levels of management and employees.
    • Familiarity with DOE/Government procurement procedures.
    • Proactive self-starter who can collaborate effectively within a team.
    • Goal-oriented with the ability to prioritize effectively.
    • Expert negotiation skills and ability to address issues assertively.
    • Strong sense of integrity and ethical conduct.
    • Excellent problem-solving, analysis, interpretation, and negotiation of contract terms.
    • Thorough understanding of contract administration, legal aspects, procurement processes, and negotiations.
    • Demonstrated capability to identify and implement organizational changes and process enhancements.
    • Outstanding interpersonal skills, leadership qualities, and initiative in dynamic environments. Capable of coaching, developing, and motivating individuals and teams.
    • Sound business judgment and analytical abilities.
