- Develop and implement comprehensive training and professional development programs to promote and maintain a skilled, engaged workforce that provides services expected of a high performing educational institution.

- Evaluate and recommend long-range planning of HR related processes, policies, and strategies to promote the attraction, motivation, development and retention of people resources.
- Create and implement initiatives that promote employee engagement and professional satisfaction.
- Recommend, implement, and administer development and engagement programs including, but not limited to, new employee orientation, performance management and evaluations, professional development and training.
- Supervise the recruitment, screening, and hiring process for all personnel, provide interview committee training, and serve in an advisory capacity in the selection of all employees.
- Supervise, direct and/or advise the processes for managing employee contracts, compensation/salary administration, personnel and leave records, employee performance evaluations, and benefits administration, ensuring equitable and inclusive policies and practices.
- Serve as lead negotiator for classified and faculty collective bargaining; manage and participate in the labor negotiations process as designated by the College President. Provide research and preparation of information for collective bargaining process.
- Lead the employee grievance process, investigate discrimination, harassment, and other complaints, and assist supervisors with disciplinary actions and mediation according to appropriate policies.
- Oversee the disability accommodations program for employees.
- Contribute to the College's commitment to diversity, equity, and inclusion by fostering a welcoming climate of cultural acceptance, understanding, and appreciation.
- Provide a safe place for guidance and resources to employees on all matters within HR functions.
- Develop and/or assist in the formulation of the College's policy and procedures related to personnel.
- Serve in a lead role in employee recognition and celebration programs and other efforts to support a positive campus climate.
- Oversee compliance and reporting relating to all applicable State and Federal regulations, including American with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Paid Family Medical Leave (PFML), Title VII, Washington Law Against Discrimination (WLAD), Washington Family Cares Act (WFCA), Family Leave Act (FLA), etc.
- Stay current with knowledge of State and Federal disability law; oversee an interactive process to determine accommodations for employees with disabilities.
- Oversee compliance of the public record requests process and other compliance processes.
- Interpret, develop, implement and communicate policies and procedures, ensuring they are consistently administered, aligned with organizational goals, and are in compliance with State and Federal regulatory requirements.
- Interpret and advise stakeholders of applicable College, State, and Federal rules, regulations, policies and procedures pertaining to personnel.
- Serve as the Ethics and Equal Employment Opportunity (EEO) employee expert, advising employees and providing training regarding implications of these and other applicable laws; work closely with the Title IX Coordinator.
- Represent the College in cooperation with the Office of the Attorney General in all hearings with legal implications relating to personnel issues, affirmative action, or other issues.
- Supervise human resources employees and personnel systems including payroll process and staff.
- Collaborate with the Business Services Office to ensure integrity and accuracy of payroll and personnel information processes.
- Evaluate and assess the effectiveness of the HR function to determine needs for continuous improvement.
- Design, develop, recommend, and implement strategies to support, improve and strengthen the HR department, HR information systems, and services.
- Develop, execute, and manage effective policies and processes across all HR related functions.
- Manage the annual budget for the Human Resources Department.
- Actively participate in and/or facilitate committees to represent the HR function including those related to risk management, safety, and quality improvements.
- Represent the College on applicable boards, committees, and at various regulatory meetings.
- Supervise the development and submission of all State and Federal reports related to personnel.
- Oversee insurance and retirement benefit counseling to college staff to include information related to personnel problem or complaint resolution, retirement options, self-pay provisions, and benefit policy interpretations.
- Oversee the coordination, implementation and maintenance of the College's HR data system which includes, but is not limited to, employee information, leave accrual, job status, job accounts, benefits, and employment contract generation and monitoring.
- Oversee the management of claims, time-loss and reporting relating to the Department of Labor and Industries, Occupational Safety Health Administration (OSHA), and Washington Safety and Health Act (WISHA) regulations.
- Oversee the management of all employee personnel files.
- Uphold and promote BTC's values and strengthen efforts to achieve the College's mission and strategic goals.
- Cultivate and maintain a collaborative and respectful campus community.
- Represent the College on the Washington Association of Community and Technical College Human Resource Commission and at other appropriate local, state, and regional meetings.
- Provide effective leadership, guidance, and advice to employees on the full range of human resources issues and stay abreast of statewide initiatives that will impact the HR function on community and technical college campuses.

- Bachelor's degree in human resources management, organizational development, business, or related field.
- Five or more years of increasingly responsible professional level experience in human resources which includes a working knowledge of human resources administration, policy, and program development, as well as, but not limited to, organizational development, employee/labor relations, performance management, policy and procedure development and administration, classification/compensation, benefits, and legal compliance.
- Two or more years of experience managing employees and teams, including hiring, developing employees and managing performance.
- An equivalent combination of education and experience that provides the applicant with the knowledge and skills to perform the job will be considered.
- Demonstrated working experience in human resources office or related administrative work and experience that includes work in at least three of the following: accounting/bookkeeping; administering benefits; classification and compensation; employee and labor relations; interpretation of rules and regulations; payroll; recruitment.
- Experience with budget development and fiscal management.
- Strong computer skills with proficiency in the Microsoft Office Suite of programs.
- Ability to demonstrate cultural competence (including an awareness and understanding of historically minoritized populations) that includes a commitment to work with others to create an educational and work environment that affirms commitment to equity, diversity, and inclusion.
- Six years or more of progressively responsible human resources experience.
- Master's degree or equivalent education/experience in related field.
- Experience in education (K-12 or higher education) or a complex public organization in Washington State.

Description
BTC is a premier higher education institution working to provide student-centered, high-quality professional technical education throughout Whatcom County, and is the only technical college serving northwest Washington State. The College is uniquely positioned to offer exceptional training and educational opportunities to area residents and employers. Founded in 1957 as Bellingham Vocational Institute, it has continued to offer high-quality education in a supportive, student-first environment. BTC has been serving its region with workforce education degrees and certificates to approximately 6000 students per year. The college provides professional technical programs and courses, adult basic education, English Language Acquisition programs, academic courses, community education, a few direct transfer degree opportunities, and two Bachelor of Applied Science (BAS) degrees. BTC works closely with regional employers and other partners to develop programs and train students to fill regional workforce demands and support economic development.
Bellingham Technical College invites applicants for the following position: Executive Director of Human Resources. This is a full-time administrative position, reporting to the President. It is anticipated to begin about August 1, 2024.
As the chief human resources administrator, the Executive Director of Human Resources provides leadership and develops, oversees, organizes, and implements all functions relative to people; providing expert consultation, organizational development support, and/or direct administration of the human resource functions. The Executive Director works collaboratively with the other members of the President's Leadership Team and college community to support a positive work environment, college effectiveness, and support for student success. Areas of responsibility include compensation, compliance, benefits, recruitment, training, employee engagement and labor relations, collective bargaining, and personnel/payroll functions. Additionally, the Executive Director is responsible for institutional initiatives related to increasing and maintaining diversity and inclusion within the BTC community and fostering equal opportunity for all employees.
As a working manager, the Executive Director will also engage in daily human resources client work in collaboration with other team members.

Standard office setting with long periods of staying in a stationary position. Frequent use of a computer and exposure to terminal screens. Visual focus and strain. Work with constant interruptions and requirement to answer on demand questions by phone, in person, or electronically. Frequent repetitive hand/wrist motions and finger manipulation. Frequent oral and auditory communication with others. Demonstrate leadership in emergency situations. Willingness to travel off campus representing the College for conferences and meetings. Occasional evening and weekend work.
Supplemental Information
Compensation, Work Schedule, and Benefits:
Effective July 1, 2024, annual administrative salary is based on the fiscal year, July 1 - June 30, annually. The salary range is $135,000 to $147,000 depending on experience and education. The annual salary contract will be prorated to reflect the actual number of contract days worked, if hired before or after July 1. For leave cash-out purposes, the annual contract is based on 248 days. The salary range includes any approved cost of living increase implemented effective July 1, 2024.
Work schedule will vary but is generally Monday through Friday, during the 8 a.m. to 5 p.m. workday, about 40 hours per week; however, schedule may vary including working more than 40 hours as needed, as well as some weekends and evening work. The position will be expected to work onsite full-time with possibility of some remote work in the future. Occasional regional travel will be required.
Position receives 8 hours per month of sick leave, 16 hours per month of vacation leave, 8 hours of personal leave per fiscal year, and state/college holidays. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 3 or the State Board Retirement Plan (SBRP) 401A plan TIAA. Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; discounts for automobile and homeowner insurance, tuition waiver; two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan. Employee Assistance Program (EAP); up to 21 days of military leave; up to 5 days of paid bereavement leave, paid civil/jury duty, ability to participate in a shared leave program; up to 2 days of unpaid holiday for reasons of faith or conscience.
