    JOB SUMMARYThe primary responsibilities of this position are to support the Director of Human Resources in all aspects of the human resource function.

    The Human Resource Generalist contributes to the Port of Bellingham operations through administration of the day-to-day functions of the Human Resources Department.

    Day to day human resource activities include talent acquisition, benefits administration, employee and labor relations, leave administration, safety and workers compensation, and HRIS/record maintenance.

    The Human Resource Generalist may be assigned area (s) of focus as required to meet the operational needs of the Department.

    The nature of the information that this person works with is highly sensitive and confidential.

    ESSENTIAL FUNCTIONSAdministers the Port of Bellingham talent acquisition strategy to source, recruit, and select employees to align with the Ports mission.

    Develops, modifies, and executes on solutions to support workforce planning efforts. Ensures that the latest talent strategies are incorporated resulting in a positive candidate experience.
    Effectively administer and execute on the Port of Bellinghams benefits program, ensuring compliance and education.
    Support Port of Bellingham people managers through sound employee and labor relations consultation. Responsible for staying abreast of current and upcoming employment/labor law.
    Effectively leverage the Port of Bellinghams HRIS solution to support data-driven decision-making, effective workflows, reporting requirements. Collaborate effectively with payroll to ensure all pay, leave, and benefit policies are being administered correctly.
    Administer the Port of Bellingham Leave Management program ensuring compliance with all State, Federal, and local requirements.
    Administer the Port of Bellinghams Safety and Wellness programs including oversight for training, education programs, and safety committee/programs.

    Under general direction, ensure timely processing of workers compensation claims; evaluates accident reports to determine accuracy and completeness to ensure adequate investigation; ensures that the Port is in compliance with applicable laws and regulations.

    Execute employee experience and engagement efforts through effective onboarding and retention programs. Support activities to facilitate employee recognition, engagement and retention.
    Maintain HR information and pages on the Port website.
    Performs other duties as assigned.
    EDUCATIONFour-year degree in business or related field is required; HR major/minor or formal HR course work is strongly preferred. Additional HR work experience of a similar nature may be substituted for the formal education.
    Minimum of three years of HR experience is required.

    Must have excellent skills working in the MS Office suite and be comfortable working in an HRIS.Demonstrated proficiency at public speaking and giving professional presentations is required.

    Professional certifications from SHRM, HRCI or NPELRA are preferred.

    Possess strong problem solving skills and the ability to work collaboratively for a positive solution to improve processes and efficiencies through continuous improvement and employee involvement.

    Ability to work with a diverse group and develop strong relationships based on trust, respect, and transparency, to establish and maintain effective professional relationships with internal and external stakeholders.

    Proficient in MS Office suite and able to generate statistical reports and typical business correspondence.
    Ability to maintain confidentiality and use discretion when handling sensitive information.
    Ability to analyze and comprehend reports. Research inconsistencies and generate solutions.

    Must be able to work in a rapidly changing environment and able to prioritize needs and be flexible to adapt to changes.

    Excellent organizational skills with strong attention to detailPossess a high degree of empathy and emotional intelligence.


    Preferred:
    Possess a general understanding of safety regulations, safe work practices, and accident prevention.
