Job Description:

Contract Specialist V - Reporting to the Branch Manager, the Contract Manager plays a vital role in managing contracts by engaging in activities like RFP development, budget reviews, contract funding decisions, and quality management tasks within the guidelines set by DSHS policies. They advise on enforcing contract terms, provide oversight on daily operations, and act as a point of contact between contractors, program staff, and relevant sections. The Contract Manager ensures contractor compliance, tracks performance, and recommends actions while upholding federal and state regulations. Responsibilities include developing guidelines, policies, and procedures, monitoring compliance, and facilitating communication among stakeholders for successful contract execution.

Essential Job Functions:
- Organize contracting activities such as RFP development and planning meetings
- Manage contract budget reviews and funding allocation decisions
- Monitor contract performance and expenditures for compliance
- Act as the primary contact for all contractual activities
- Coordinate risk assessment processes for contract monitoring
- Handle contract amendments, sanctions, and closeouts
- Assist in the development of contract administration policies
- Participate in disaster response and recovery activities as required

Knowledge Skills Abilities:
The ideal candidate should possess knowledge of DSHS programs and contracting regulations, along with strong skills in project management, problem-solving, and communication. They should be adept at analyzing data, managing personnel, and making critical decisions independently.
