- Oversee all aspects of property management, including rent collections, repairs and maintenance, security, unit turnovers, cash reserves, required reporting for any funding or regulatory agencies, tenant recertifications and annual rental subsidy increases.
- Build the internal infrastructure required for scaling an internal property management function, including creating guidelines in partnership with our supportive services staff, designing internal systems for information collection and sharing and incorporating appropriate technological tools.
- Collaborate with the supportive services staff at each property to assist residents in maintaining their housing by identifying issues and problem solving together, including by implementing TPC's four step retention policy.
- Oversee the contracting and liaising with outside property management companies for our new permanent housing sites in collaboration with our development partners.
- Proactively identify innovative ways to use property management to further TPC goals such as environment sustainability and make operations more efficient while maintaining our high standards for resident experience.
- Create and manage operating budgets.
- Ensure that lease-ups and rent collections are completed promptly and efficiently; as needed, collaborate with attorneys and complete required legal paperwork on matters relating to unit surrenders or evictions.
- Ensure compliance with all requirements and requests from public and private funding sources and other government entities, including rental subsidy paperwork and conducting inspections.
- Assist in evaluating the physical condition and financial viability of potential new property assets.
- Supervise and support all property management staff, including all on-site property managers.
- Ensure that property management staff are trained on and able to implement Trauma Informed Care, Harm Reduction and Housing first principles in the work with residents.
- Minimum five years related multifamily property management leadership experience, including growing and managing property management systems for a large portfolio of properties.
- Extensive knowledge of HUD/Fair Housing and Public Housing Authorities rules and regulations, as well as various rental subsidies programs.
- Experience with residential building maintenance and renovations.
- Working knowledge of workplace safety and illness and injury prevention practices.
- Detail oriented with good time management, organizational, written, verbal, and interpersonal skills.
- Able to learn quickly and work effectively with a wide range of constituencies and with minimal supervision.
- Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment.
- Current, valid California Driver's License with an acceptable driving record.
- Experience working with high acuity and chronically homeless populations.
- Pre-existing relationships with vendors, contractors and developers.
- BA preferred but not required.
- Field (may need to travel) and indoor office environment. Based primarily in Arlington HQ.
- Will be required to walk or drive to different local sites and events (Southern California area).
- On-call after-hours and on weekends to address any emergency work orders and/or other building emergencies as back-up support to property management staff.
- Regularly required to sit, stand, bend and occasionally lift or carry up to 25 pounds on a regular basis.
- Will necessitate working in busy, dusty and loud environments around our unhoused clients at times, including parking in and near their current areas of residence.
- Will be exposed to elements like cold, heat, dust, noise and odor and other potential visual situations of this industry (homeless clients, skid row population, substance users etc.).
- May need to bend, stoop, twist, and sit throughout the day.

Summary
The People Concern ("TPC") is redefining the guiding philosophies and practices for property management at permanent supportive housing projects to better suit the needs of our program participants.
The Director of Property Management (DPM) will be responsible for leading our new approach, collaborating with other senior leaders at TPC to develop, scale and manage our in-house property management capabilities and infrastructure.
The DPM will lead all property management functions for properties that TPC owns and operates, including Project Homekey sites and master leased units.
