    Description

    The Advisor, Policy & Supervision (Advisor) will work cross-functionally across the Policy & Supervision business unit providing technical expertise and leadership on financial services supervision, policy, regulatory, and legislative matters and serve as an advisor to the business unit leadership team. The individual will provide expertise and support to state financial regulators on emerging issues and assist in advancing state regulation and state/federal coordination. The position requires high-level interaction with senior state and federal banking and financial regulators to support state/federal coordination and to achieve CSBS's policy and supervision goals. The individual will serve as the primary advisor to the EVP on all domestic and international issues related to macro-economic and financial stability issues. The Advisor will be assigned to short-term and/or long-term initiatives within one or more of the business unit's teams: Bank Supervision, NonBank Supervision & Enforcement, Policy, and Legislative.

    The Policy & Supervision business unit is responsible for all aspects of advocating, promoting, and implementing Board-approved CSBS policy throughout state and federal legislative, regulatory, and supervisory areas. Policy & Supervision also works to empower state regulators to achieve their supervisory goals.

    • The Policy team analyzes and provides state perspective on federal regulatory policy proposals that directly affect state-supervised entities. The team coordinates public policy development between the legislative, regulatory, and bank/nonbank supervisory processes areas of the organization. This team also facilitates state representation on the Financial Stability Oversight Council (FSOC).
    • The Bank Supervision team promotes right-sized regulation and supervision of banks consistent with their size, complexity, overall risk profile, and risk to the financial system. This team also facilitates state representation on the Federal Financial Institutions Examination Council (FFIEC) and the Financial and Banking Information Infrastructure Committee (FBIIC).
    • The NonBank Supervision & Enforcement team is responsible for supporting the state system of nonbank financial institution supervision including mortgage, money services businesses, consumer finance, and debt collection oversight. This team also facilitates state coordination with the Consumer Financial Protection Bureau (CFPB) and among CSBS's sister nonbank regulator associations.
    • The Federal Legislative team works with Congress to promote the policy priorities of state regulators and to educate Congress on the role of state regulators in the broader financial services landscape. This team works on a full range of financial services issues, tracking and analyzing legislative proposals, and developing legislative initiatives to promote CSBS's mission.
    • The State Legislative team tracks, analyzes, and reports on state legislative and regulatory issues that affect state banking agencies and the financial institutions state regulators supervise.

    Essential Functions

    • Advise the EVP, Policy & Supervision or others as directed (e.g., CSBS president, Board, or committees) on policy, regulatory, supervision, and financial stability issues as well as financial services risks and opportunities.
    • Provide expertise and support regarding federal legislative, regulatory, and bank and nonbank supervisory matters.
    • Research regulatory topics, proposals, and studies, prepare comment letters, respond to specific inquiries and requests from state banking departments, state non-depository regulators, state attorneys general, federal regulatory agencies, federal and state law enforcement, industry, and other parties.
    • Prepare presentations, briefings, and writings, and convene meetings as needed.
    • Provide staff support to the principal deputy for the state banking supervisor member of the Financial Stability Oversight Council (FSOC), as requested, and may participate and/or coordinate the participation of others in the various committees and workstreams of the FSOC and/or FFIEC.
    • Identify business needs and coordinate activities with the CSBS data analytics and research function for research, business intelligence product development, and report production.
    • Identify, communicate, and work to mitigate emerging risks across the state regulatory system.
    • Troubleshoot issues as they arise.

    Minimum Qualifications

    To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

    Education and Experience

    • Bachelor's degree required; M.B.A. or Masters-level degree in business or finance preferred.
    • At least ten (10) years of progressive experience interpreting, analyzing, examining, and assessing federal/state financial services laws, regulations, and related issuances. Experience with a financial institution regulatory agency preferred.

    • Due to the nature of CSBS's business in support of state financial services supervision, all CSBS employees have the potential of interacting with confidential information related to the supervision of financial services companies ("Confidential Supervisory Information"). As a result, in addition to general business conflicts of interest, all CSBS employees are expected to disclose conflicts of interest in financial services companies on at least an annual basis and to proactively avoid such conflicts.
