    Description

    West Basin Municipal Water District (District) is a leader in water recycling, conservation, water resource management, and youth and adult education.

    West Basin provides drinking water and recycled water to eight local retail water agencies including four cities, three private water companies, and one county water agency.

    The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor of southern Los Angeles County.

    The District is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.

    West Basin operates the Edward C. Little Water Recycling Facility (ECLWRF) and three satellite treatment plants.

    The ECLWRF is the largest treatment and water purification facility of its type providing nearly 40 million gallons of water each day to over 400 sites.

    West Basin utilizes various advanced treatment processes to produce five types of "fit-for-purpose" waters used for commercial, industrial, and landscape purposes.


    West Basin owns and operates over 100 miles of recycled water pipelines and supplies recycled water to customers for non-potable use.

    To expand the use of recycled water, the District assists customers with the process of converting their sites to recycled water use.

    In addition, the District conducts site inspections to ensure compliance with the safe use of recycled water.

    THE POSITION

    West Basin is seeking a highly skilled and experienced candidate to fulfill the role of Accounting Supervisor and under the direction of the Chief Financial Officer, supervises accounts payable, payroll, accounts receivable, billing, construction accounts, grant revenue, and general accounting.

    This position will ensure appropriate financial controls and security measures are in place to safeguard District funds. The Accounting

    Supervisor will lead the development of the District's annual audit, annual operating budget developments and will be responsible for the completion of all annual financial reports.

    The incumbent will supervise, train, evaluate, and mentor assigned staff and will provide highly responsible and complex staff assistance to the Chief Financial Officer.


    KEY RESPONSIBILITIES:

    • Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and the District's mission, strategic plan, objectives, and values.
    • Plans, organizes, supervises, trains, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; drafts staff performance reviews, recommends disciplinary action to address performance deficiencies following the District's rules.
    • Supervises and participates in the development of the annual operating budget.
    • Plans, manages, and oversees the daily functions, operations, and activities of the Finance Department, including the accounting system, accounts payable, and accounts receivable; preparing, monitoring, forecasting, and analyzing financial information, financial processing, reporting, and recordkeeping; recommends and implements process changes, performance metrics, internal controls, and other areas requiring improvements; drafts and/or manages updates of procedures and policies.
    • Responsible for the completion of the Annual Comprehensive Annual Financial Report (ACFR).
    • Leads in managing the Interim Audit, Annual Audit, and Single Audit; prepares and analyzes a variety of complex financial reports, statements, and schedules; prepares new-year, mid-year, year-end, and special reports.
    • Maintains and reconciles a variety of ledgers, reports, and accounting records; bank reconciliations, examines accounting transactions to ensure accuracy; approves journal entries and posts transactions to accounting records; performs month-end, fiscal year-end, and calendar year-end accounting system processing.
    • Assists in bond insurance processing by providing financial data and reports.
    • Completes Annual State Controller's report and Bond Disclosure report.
    • Participates in the development, revision, and maintenance of accounting procedures and financial controls; responds to and implements audit recommendations and corrective actions; leads implementation of new accounting pronouncements to ensure the District's compliance with accounting rules and regulations; ensures compliance with federal, state, and local government accounting and financial reporting standards and controls.
    • Supervises the payroll process and reviews reports such as payroll batching reports, tax deposits, tax tables, and periodic tax returns and reports.
    • Leads the development and implementation of financial policies and procedures, while ensuring they are current; provides information to District departments regarding financial policies and procedures; interprets policies and procedures for departments.
    • Participates in both short- and long-range planning activities.
    • Represents the District effectively with other agencies, organizations, and individuals in negotiations and contract provisions.
    • Performs related duties as assigned.

    QUALIFICATIONS

    The ideal candidate will have:

    • A bachelor's degree from an accredited four-year college or university with major coursework in finance, accounting, business administration, or a closely related field; eight years of progressively responsible finance and accounting experience, including the investment and management of funds, debt, and budget; and five years in a supervisory or project management capacity; or an equivalent combination of training and experience. Experience in a government or public agency is highly desirable.
    • Possession of a current license as a Certified Public Accountant or the equivalent is highly desirable.
    • Public finance professional certifications from state and national finance associations are desirable.
    • Knowledge of operations, services, and activities of a comprehensive and multi-disciplined Finance Department.
    • Knowledge of principles and practices of general, fund, and governmental accounting including financial statement preparation and methods of financial control and reporting
    • Knowledge principles and practices of cost and fixed asset accounting; internal control and audit principles and practices.
    • Knowledge of GAAP and GASB accounting standards and requirements and GFOA Best Practices.
    • Knowledge of principles and practices of public agency budgeting; principles and practices of public agency capital financing; principles, practices, laws, and regulations governing the investment and management of public funds; federal, state, and local laws.
    • Knowledge of District operations and functions and associated financial management issues; principles and practices of public administration, including budgeting, purchasing, and maintenance of public records.
    • Knowledge of purchasing and contract administration practices.
    • Knowledge of organization and functions of a public board; principles and practices of computer-based financial and accounting systems.
    • Knowledge of strategic business planning and long-range financial planning; public procurement laws and best practices.
    • Ability to make sound recommendations on complex financial data and operations; plan and direct a variety of financial programs and activities.
    • Ability to evaluate financial programs and make recommendations for improvement; evaluate complex investment vehicles and strategies.
    • Ability to understand, interpret, explain, and apply District, state, and federal policy, law, regulation, and court decisions applicable to areas of responsibility.
    • Ability to present proposals and recommendations logically and persuasively in public meetings.
    • Ability to communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with all levels of District
    management, Board members, officials of other governmental agencies, employees, the public, and others encountered in the course of work.

    • Required to operate standard business equipment; reach with hands and arms; and is frequently required to stand and walk, kneel, crouch or twist, and occasionally lift or carry materials up to 25 pounds.
    • Possession of a valid Class C California Driver's License, proof of insurance, and an acceptable driving record are required at the time of appointment and as a condition of continued employment. The employee is required to use their vehicle with mileage reimbursed at the standard IRS rate.

    SUPPLEMENTAL INFORMATION
    There is one vacancy available for this position. The salary range is $123,946 - $154,933 annually, depending on qualifications. The position is eligible for District benefits.
