Under the supervision of the Blueprint Project Manager, the Fiscal Administrator will oversee the fiscal administration of the Blueprint for Maryland's Future program.
Essential Job DutiesManage, prepare, and administer program budget.
Support contract and grant management, including compiling and managing monthly activities for quarterly grant reports.
Review and process departmental invoices in accordance with procedures.
Prepare and analyze monthly financial reports for budget comparisons and forecasting.
Lead financial reporting for annual budget planning, audit reviews, and assessments.
Prepare internal and external financial reports as required by funders.
Conduct monthly financial reviews of grants and projects to ensure compliance with budgets and contracts.
Assist in budget preparation for new funding applications or special projects.
Coordinate Blueprint procurement through County Purchasing Department, adhering to policies.
Prepare and administer grant documentation, monitoring expenditures for compliance.
Provide purchasing guidance and support to agency staff.
Process purchase requests, requisitions, direct payments, and procurement card purchases.
Prepare fiscal and program data reports.
Analyze and submit reporting metrics.
Provide fiscal documentation to auditors.
Support management proposals with analysis and comprehensive reports.
Lead and conduct special programs and projects.

Minimum Required Qualifications
Bachelor's Degree in Business Administration or related field;
Plus
Four years' experience.
OR
Masters' Degree with 2 years' experience.
Driver's license and reliable transportation are required.
Preferred Experience and Skills
Experience with financial systems and federal grants is preferred
At least two-years of fiscal management experience
Minimum one-year of experience managing all elements of a full grant cycle is required
Skill with managing accounting and reporting for Federal workforce grants
Familiarity with budget finance and management systems
Experience working with Workday financial systems
Knowledge, Skills and Abilities (Entry Level)
Proficient in administering contracts and grants, conducting fiscal analysis, and utilizing the Workday financial system.
Knowledgeable about County and departmental rules, regulations, policies, and procedures.
Skilled in using MS Office Applications (Word, Excel, PowerPoint, Outlook) and applying financial management techniques such as budget development, forecasting, and monitoring.
Professionally represent the County and the program effectively in meetings and delivering public presentations.Experienced in preparing various written materials, including reports, correspondence, policies, and procedures.
Proficient in research methods, report writing, and records management.
Demonstrates sound independent judgment, confidentiality, and discretion within established guidelines.
Familiar with County budgetary and purchasing processes, procedures, and methods.
Able to coordinate and conduct programs and special projects efficiently.
Possesses the ability to maintain a wide variety of fiscal records and work effectively as part of a team.
