Job summary


The Controller works in collaboration with the Vice President of Finance & CFO to effectively create a comprehensive set of internal controls and accurately report consolidated financial information; directs all accounting/financial functions and internal financial systems necessary to carry out the organization's business in accordance with Generally Accepted Accounting Principles (GAAP) standards and federal/state regulations.

This position is part of the organization's leadership team, with responsibility for providing leadership across the organization. This is a full/part time position working in a hybrid work environment in Baltimore, MD. BHSB will consider for employment qualified applicants with arrest and conviction records.


Essential Functions

  • Develops a strong, collaborative finance team to operate a high quality, multidimensional department supporting the mission and business of the organization. Sets routine meetings with the Finance Committee and meets regularly with the Vice President of Finance to keep informed and to offer direction.
  • Proactively manages the work of the Finance department and leads change by working with the Finance Committee to enhance organizational processes and work tasks.
  • Directs the recording and classification of all financial transactions, ensuring proper and timely reporting.
  • Seeks opportunities to enhance accounting and financial reporting systems to create operating efficiencies within all Finance units.
  • Directs and coordinates each month end and fiscal year end close process to ensure timely submission of financial reports.
  • Develops Board Committee agenda in conjunction with the CFO and ensures Board Committee documents are completed timely by coordinating with Finance directors.
  • Hires, supervises, trains, and evaluates financial accounting personnel including direct supervision of the Accounting Manager and Budget Analyst
  • Provides technical assistance to finance staff in the preparation and/or modification of fiscal year budgets.
  • Serves as primary liaison with external auditors for the purpose of conducting the annual audit.
  • Responsible for preparation of annual financial statements in conjunction with external auditors.
  • Manages the development of the administrative and annual operating budgets.
  • Oversees monthly financial reporting and perform analyses of the data, to ensure operating expenses are in line with budgets. Keep Grants Accounting Director and CFO abreast of budgetary and/or spending issues.
  • Works with the Grants Accounting Director to produce financial reports required by funders.
  • Oversee the cash disbursements and cash receipt functions for all accounts.
  • Directs the reconciliation process for bank accounts and other balance sheet accounts monthly.
  • Responsible for preparation and review of annual tax and regulatory filings.
  • Responsible for maintenance of financial systems to ensure data integrity, internal controls, and proper security.
  • Works with CFO to ensure Banking, Insurance, and Retirement Planning relationships are operating efficiently.

  • Work effectively and collaboratively with others, both internally and externally to BHSB.

  • This position is assigned the role of Finance Lead in BHSB's Behavioral Health Disaster Plan.
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI in accordance with BHSB's policies.
  • Perform other duties as assigned.

Education and Experience

  • Requires a BA in accounting or finance field. CPA or advanced degree in accounting of finance preferred.
  • Requires a minimum of 5 years of progressive accounting experience.
  • Requires a minimum of 2 years of supervisory experience in an accounting/finance environment.
  • Prior experience working in nonprofit finance and accounting.
  • Working knowledge of accounting for government grants and contracts.
  • Working knowledge of automated accounting and financial reporting systems (MIP preferred)
  • Well organized with strong analytical and reasoning skills
  • Welldeveloped participatory management and administrative skills
  • Proficient using Microsoft Office Suite Word, Excel, Outlook (PowerPoint preferred, but not required)
  • Skilled in oral and written communication
  • Ability to interact in a hybrid/virtual environment. Ability to interact in a virtual environment

Supervisory Requirements:
This position supervises 1 position.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 10% of the time is required. It is important to have access to some form of transportation to travel
