    Summary

    Solidarity Centers seeks an experienced Payroll Accountant to handle all aspects of human resources relating to payroll and labor distribution.

    This individual will be responsible for processing all employee payrolls, timesheets and related new employee onboarding functions or transactions for the Solidarity Center, a global nonprofit organization supporting worker rights, with employees and offices in more than 30 countries.

    As part of the Human Resources department and having access to personnel data, this individual must be able to perform key human resources functions as they relate to payroll functions, processes, and systems.

    Qualifications
    Bachelor's Degree in Accounting or Business Administration
    Certified Payroll Professional (preferred) or an equivalent understanding of payroll accounting theory and practice
    Strong understanding of accounting theory, payroll taxes, and related issues
    Familiarity with accounting techniques and tasks such as account analysis, preparation of journal vouchers etc.
    Keen attention to detail with the ability to produce accurate work
    Experience with HR functions related to payroll processes and systems
    Experience with software used for payroll, timesheets, labor distributions, personnel databases and spreadsheets
    Experience working with Costpoint and ADP
    Ability to work independently and complete assigned analysis with minimal supervision
    A minimum of five years experience in payroll accounting is required.

    Specific Duties:


    Perform routine and complex tasks necessary to run a payroll cycle following established departmental processes and procedures; ensures compliance with collective bargaining agreements, and State and Federal regulations.

    Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices
    Establish new employees on the payroll system and process all changes in current employees' salary and deductions per instructions;
    Audit and verify all timekeeping records for accuracy and completeness based on employee group rules and collective bargaining agreements. Work with departments to research and resolve discrepancies with employee time sheets in a timely manner.
    Monitor, calculate and process required step increases and adjustments for all employee groups.
    Prepare and submit payroll input to the payroll service on a bi-weekly basis. Review payroll prepared by the payroll service for accuracy; serve as primary interface with payroll service to assure all payroll files are accurate;
    Update and maintain timesheet charge codes provided by Finance on timekeeping software. In order to perform this task, a strong understanding of timesheet software will be necessary. This individual maintains contact with the time keeping software vendor to solve any problems that may arise;
    Oversee overall function of collecting employees' timesheets, including preparing bi-weekly timesheet status reports, sending reminders to staff for missing timesheets and other necessary correspondence to staff to ensure timely submission of biweekly timesheets;
    Review timesheets to ensure that they have been filled out in compliance with Solidarity Center policies, advise and whenever possible assist staff with any necessary changes on their timesheets, input the corrections into the general ledger if needed;
    Prepare labor distribution, fringe benefits and accrued leave allocation on a biweekly basis and input the journal entries of allocation to the general ledger system;
    Analyze variances between hours charged and recorded in payroll; assist management in generating grant reports relating to the payroll and fringe benefit costs for various grants;
    Review tax returns (quarterly tax return) prepared by payroll service, including year-end forms; conduct research in response to correspondence from federal and local tax authorities regarding payroll related tax matters;
    Complete required reporting for State, Federal and other agencies (e.g. Department of Retirement Systems) on a regular and re-occurring basis; ensure compliance with reporting requirements
    Support Field staff (Expats) on all payroll and tax related issues and/or concerns
    Support Field offices in establishing and maintaining electronic payroll systems
    Assist staff both in D.C. and in the Field in resolving all local tax related issues in cooperation with the Solidarity Center tax consultant
    Calculate overseas staff's taxable housing and education benefits, maintain the worksheet on the benefits, review and analyze the benefits on a quarterly basis; and reconcile the actual taxable benefits to the general ledger on an annual basis for the W-2;
    Reconcile all general ledger payroll related accounts including salary, payroll deductions, and employee pension plan contribution invoices; reconcile W-2 to the general ledger payroll account and accrued leave balance accounts on an annual basis;
    Generates leave bank accruals and usage audits; monitors leave banks for appropriate accruals and adjustments.
    Maintain employees' leave record and payroll system;
    Document payroll procedures, processes and changes. Participate in analyzing existing systems and procedures; recommends payroll process improvements to the Assistant Director of HR.
    Maintain salary spreadsheet to provide to program staff for program budgets;

    Compile and submit statistical information for a variety of reporting agencies; prepares supplemental data as necessary; develops spreadsheets of varying complexity.

    Maintain professional and technical knowledge by attending educational workshops, training, and other professional development opportunities;
    Interpret, provide guidance, and train staff and managers on payroll, timesheets and leave benefits, and related policies and procedures;
    Train any additional or temporary payroll personnel in ADP, Costpoint, and payroll processes.

    In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

    This is a collective bargaining unit position, generously compensated with a gross annual salary ranging from $79,374 – $99,891 USD based on experience.
