    Departmental Overview

    Berkeley Space Center is a proposed, 36-acre innovation center and hub where academia, private industry and government come together to identify, incubate and launch tomorrow's technological breakthroughs.

    The Project will focus on connecting and leveraging the combined capabilities of governmental and academic research with private industry's innovation, entrepreneurialism and capital in a central location designed to foster collaboration across multiple disciplines. The Project represents the realization of Berkeley's vision to embrace innovation and entrepreneurship across the breadth and depth of academia and government partnerships, accelerate the translation of research discoveries into goods and services that benefit the public while creating opportunity.

    Position Summary

    Involves analytical studies on a variety of policies, projects, programs, and issues in support of a function, research initiative, program, and/or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development, administration, management, and implementation; interprets, monitors, and analyzes information regarding policies and procedures and provides consultative services to department administrators and other stakeholders.

    Custom scope

    Uses advanced operational concepts and objectives to advise on and resolve highly complex issues. Provides highly complex analyses in support of the Berkeley Space Center and other key strategic initiatives. Develops and coordinates policy communications, and formulates long-term strategies for the Berkeley Space Center and other key strategic initiatives. Provides direct policy and communications expertise, collaborating with senior executives on short-and long-range planning. They develop proposals and recommendations to guide and support a broader strategic direction for the Berkeley Space Center and other key strategic initiatives. Develops and manages project plans, including goals, tasks, schedules, deliverables, milestones, deadlines, and deliverables. Provides executive-level administrative support to the project team and its director. They also monitor progress against the plan, communicating with stakeholders and others on progress, deadlines, dependencies, and budgets. This position identifies plans for risk mitigation and collaborates with academic and administrative departments to coordinate the development, implementation, and monitoring of new programs and processes. They regularly work on issues where they must analyze situations or data and make recommendations based on a variety of factors. They make high-level contact of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade internal and external stakeholders to adopt proposed plans. This position exercises a high level of judgment in selecting methods, techniques, and evaluation criteria for obtaining results. They deal with programs and proposals that have a broad impact across the organization. They develop and oversee the implementation of new programs and processes.

    Responsibilities

    • Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives.
    • Provides in-depth, complex analyses as a specialist in the Berkeley Space Center and other key strategic initiatives.
    • Develops proposals and recommendations to guide and support a broader strategic direction for the function, research initiative, program and/or organizational unit.
    • Develops and coordinates policy and program communications.
    • Represents executives with authority to make decisions on high-level task forces and planning groups.
    • Performs complex research studies, for internal departments and external stakeholders.
    • Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs.
    • Provides leadership in establishing partnerships and programs for the Berkeley Space Center and other key strategic initiatives, and with other organizational units.
    • Initiates and designs studies, summary reports, and background materials.
    • Responds to issues with little or no precedence.
    • Performs fundamental research on industry partners, developing key relationships as appropriate.
    • Provides analyses for complex budget, funding, financial, or academic data as it relates to systems and project resources.
    • Works directly with internal and external constituents to gather financial or research data and provides recommendations with an awareness of organizational policy.
    • Guides and directs planning which may include senior management, faculty, and/or external constituencies.
    • Proposes, leads, or participates on policy, strategy and planning committees and working groups.
    • Works with the project lead to serve as a key liaison between the campus and the external partners on projects.
    • Handles facilitation and collaboration with representatives across different organizations on a broad range of issues.
    • Uses advanced concepts and organizational objectives to resolve highly complex issues.
    • Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes.
    • Makes high level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program/process recommendations.
    • Researches and summarizes best practices.
    • Maintains and organizes supporting documentation.
    • Provides executive level support to the project team and its director.
    Required Qualifications
    • Advanced knowledge of and/or can quickly learn common organizational- or research-specific and other computer application programs.
    • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
    • Provides leadership and executive presence.
    • Advanced strategic thinking and consulting skills in guiding the organization toward workable strategies and solutions and the ability to use discretion and maintain all confidentiality.
    • Advanced project management skills, to effectively lead highly significant engagements from inception to conclusion.
    • Expert knowledge of organizational processes, protocols and procedures.
    • Ability to multi-task with demanding timeframes, focus on priorities, strategies, and vision.
    • Advanced knowledge of applicable policy analysis techniques, legal constraints, and higher education opportunities in California.
    • Advanced consulting, relationship building, and strategic thinking skills.
    • Advanced analytical, problem-solving, project planning and implementation skills.
    • Advanced ability to coach, facilitate, and influence people at all levels.
    • Advanced written, verbal and presentation skills for influencing and facilitating sustained change.
    • Bachelor's degree in related area and/or equivalent experience/training.
    Salary & Benefits

    This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

    Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

    The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85, $158,200.00.
