This position description is a summary of typical job functions, not an exhaustive or comprehensive list of all responsibilities, tasks, duties, and other requirements.
General DescriptionUnder the direction of the Executive Director of the Union County Community Improvement Corporation, the Economic Development Administrator shall manage the daily coordination of economic development services, organizational management, and administrative functions.
This person also oversees downtown revitalization efforts, community development efforts, marketing and communication plan implementation, assisting with programs related to business creation and entrepreneurship, and research studies and analyses.
The Economic Development Administrator shall also provide general administrative support to the CIC Board of Trustees, Marysville-Union County Port Authority (MUCPA) and the various committees.
Supervisory ResponsibilitiesNone
Typical Duties
A. Organizes and manages the operation of the CIC and MUCPA Boards.
Represents the CIC and MUCPA as assigned at meetings with federal, state and local government agencies, business groups, advisory committees, planning and economic development associations, and the public.
B.Leads and implements the CIC's marketing and communication strategy, which includes the development and maintenance of the economic development-related web sites, social media accounts, newsletters, and print materials that promote business growth and development.
Promotes the web site to clients, the community, and the region. Works with various partners to recognize special accomplishments of businesses and communities.C. Collaborates with the downtown organizations in Marysville and Richwood.
Assists with the development of revitalization strategies including annual budgets, work plans, and various other studies and analyses as requested by the organizations.
Assists with the marketing of the downtowns, maintains a listing of available properties, conducts a retention and expansion program, and ensures the overall revitalization of the downtowns.
D.Responsible for various economic studies (wages, benefits, workforce, housing, utilities, public services, taxes, etc.) that may be required by existing and potential business/industry and development projects.
Performs assigned policy and planning feasibility studies, program effectiveness analyses, and cost-benefit analyses on economic development initiatives.Devises or adapts methods and establishes performance measures for conducting research and campaigns to market the County as a preferred location to create jobs and invest into improvements for business expansion or location.
E.Maintains extensive files of information of interest to new and existing businesses, housing, market statistics, zoning regulations, business trends, and demographic information.
Prepares and provides marketing packages to businesses considering Union CountyF. Assists with the management of small business and entrepreneurial programs.
Organizes and maintains the Automotive and Mobility Innovation Center (AMIC) leadership team to support emerging, start-up companies in the automotive, mobility, high tech, EV, and advanced manufacturing sectors.
G.Develops and maintains a comprehensive database of commercial properties and their attributes available for development and assists with the maintenance of industrial properties available for development.
H. Manages and assists with the operation of the Infrastructure Committee, Union County Housing Taskforce, Union County Trails and Greenways Working Group, Union County Moves Coalition and committees that support the Beta DistrictI. Assists with The Beta District and related activities.
J. Assists with the implementation of the Union County, Marysville, and 33 Smart Mobility Corridor Economic Development Strategies.
K.
Provides technical assistance for the administration of the Enterprise Zone Program, Community Reinvestment Area, job training program, JobsOhio, and Ohio Development Services Agency incentive packages.
L. Assists with business attraction, retention, and expansion efforts.M. Follows-up on contacts, leads, notifications, prospects, etc. to facilitate assistance to existing and potential business/industry.
N.
Assists with the development and implementation of comprehensive plans and land use plans for the County and various jurisdictions, taking the lead with economic development recommendations.
O. Researches, identifies, and applies for economic development grants and loans and monitors approved grants.P.
Establishes and maintains relationships with administrative employees and elected officials of the County and various jurisdictions to promote economic development.
Q.Assists the Executive Director in completing actions steps and pursuing the goals identified in the City of Marysville Strategic Plan.
Administrative FunctionsA.
Attends CIC and MUCPA meetings and other economic development entity functions, and outside related meetings as the formal representative as assigned for the Executive Director, CIC, or MUCPA.
B. Assists the Executive Director in developing budgets and financial plans.C.
Maintains minutes, records, and other board materials and documents as required for the CIC and MarysvilleUnion County Port Authority, Tax Incentive Review Council, and Marysville Housing Council.
D. Develops presentations and provides public hearings in support of strategies, goals and action steps.E. Other duties as assigned by the Executive Director.
Position Qualifications
A.
Bachelor's Degree in Business Administration, Marketing, Economics, Finance, Economic Development, Public Administration, or other relevant field and considerable relevant experience, or any equivalent combination of education and experience.
Minimum of three (3) years of professional experience required.B. IEDC Certified Economic Developer (CEcD) or Ohio Economic Development Association certification preferred but not required.
C.
Previous experience working for a Chamber of Commerce, Economic Development office, or Convention and Visitors Bureau is an added benefit.
D. Comprehensive knowledge and understanding of economic development, redevelopment, and downtown revitalization principles and practices, including administration and management.E. Comprehensive knowledge of business and economic development financing.
F. Considerable knowledge of various marketing techniques, including social media.
G. Familiarity of state and local economic development incentives.
H. Ability to perform cost/benefit analyses and to conduct various studies.
I. Ability to establish and maintain effective working relationships with the business community, government officials, and community organizations.
J. Ability to work under pressure and execute projects to deliver measurable results.
K.
Ability to express oneself clearly and concisely, orally and in writing, to prepare and present reports to elected leaders, businesses, and members of the public.
L.Proficient knowledge of Microsoft Office programs such as Word, PowerPoint, Excel, Outlook, relationship data platforms, etc., and photo editing programs.
M. Excellent editing skills to transform notes and information into formal documents.N. Ability to operate standard office equipment in the performance of essential functions (i.e. copier, fax, personal computer).
O. Ability to occasionally lift and move objects weighing up to 20 lbs.
Other Position Characteristics
A. Residency within Union County is strongly encouraged within six (6) months of hire date.
B. Salaried position requiring additional hours as needed.
C. State of Ohio Driver's License and ability to drive is a requirement.
