    Description
    The Superior Court of California, County of Placer is recruiting for a working IT Manager. This position will supervise the IT Staff and work as a Project Manager, Network Administrator and System Administrator.

    This role will allow the IT Manager to learn new technology, expand their knowledge over a broad spectrum of IT related fields and supervise a team of IT professionals.

    The IT Manager will report to the Chief Technology Officer and assist with the direction of the Court's technology roadmap.

    This is a working manager, who under general direction from the Chief Technology Officer (CTO), Court Executive Officer (CEO), or the CEO's designee, is responsible for the Court's information technology and related communication systems.

    Responsibilities include project and program management, which involves maintaining accurate records, monitoring project resources, scope and cost and reporting to Court Senior Management and, under the oversight of the CTO/CEO,


    execution of overarching information technology (IT) strategy, developing IT policy recommendations, development and supervision of IT staff, internal and external customer service related to IT functions, developing and maintaining collaborative relationships with the Court's management, executive, and judicial leadership teams, acting as liaison with County, State, and other Court agencies regarding technology and communications.


    DISTINGUISHING CHARACTERISTICS

    The Information Technology Manager classification is a single management position that is responsible for the execution of a broad range of IT-related functions for the Court.


    It is distinguished from other manager classes in that it is responsible for managing the information technology functions, operations and resources of the Court.

    The IT Manager is responsible for developing and recommending policies, technical business solutions, and budget to the CTO/CEO.

    JUDGMENT AND RESPONSIBILITY

    Incumbents in this class have advanced management authority and responsibility for the day-to-day operation of the IT Division of the Court and full supervisory responsibility for IT staff.


    An incumbent works under the direction of the CTO, CEO, or the CEO's Designee, and must exercise considerable discretion with respect to assignments and duties.


    Error in work or judgment could result in the loss of critical data, inefficient operations, poor community relations, and possible litigation against the court.


    EMPLOYMENT AT WILL

    The IT Manager classification is established as an "at will" position and, as such, the incumbent serves at the pleasure of the Court Executive Officer.

    The Court Executive Officer has the right to terminate the employment of any incumbent in this classification at any time, with or without advance notice, and with or without cause.

    When assigned, all of the essential functions and tasks listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and tasks that may be assigned.

    The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives.

    Essential functions and tasks may include, but are not limited to those listed below.
    Act as Project Manager on IT-related projects and perform duties, as required as a member of a project team. May act as a project manager or provide oversight on non-IT projects as directed.
    Plan, organize, direct and manage the functions, operations and resources of the Court's independent IT infrastructure which includes computer systems and resources, telecommunications, video technology, electronic records, area networks, programming, database administration, system disaster recovery,


    electronic filing of official court records , electronic commerce, remote work and appearance functions, and extensive audio/visual hardware and software.

    Perform supervisory duties including hiring and training staff, assign work, conduct performance evaluations, participate in disciplinary actions and resolve employee grievances.

    Oversee the development and maintenance of the Court's key business systems, including case management systems, jury management systems, business productivity suites, and the Court's website.

    Develop, recommend, and implement both short and long range IT plans and priorities for the Court.
    Improve current and create new systems, policies, procedures and programs, subject to consultation and approval by the CTO/CEO.
    Plan, prioritize and coordinate the acquisition, implementation, utilization, installation and maintenance of information technology. Includes comprehensive procurement activities including negotiating contracts and making purchasing and contract recommendations based on authorization outlined in policy.
    Assist in the administration of the Court's technology budget including the monitoring of technology-related expenses.
    Direct studies of existing practices, procedures, methods, programs and services to assess efficiency or need for change in operations.
    Manage information technology contracts and work with vendors to negotiate IT-related services/pricing.

    Work with judicial officers, other justice agencies, County departments, community-based organizations, and the Judicial Council of California on common technology system issues.

    Plan and coordinate implementation and development of network systems including network operating system software and hardware and communication networks.
    Develop and upgrade client database networks.
    Coordinate the maintenance and upgrade of the Court's computer networks and A/V systems.
    Responsible for ensuring documentation of system security including back-up and recovery.

    Maintain professional knowledge in applicable areas and keep abreast of changes in job-related rules, statutes, laws and business trends; make recommendations for implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.

    Participate in court-specific, state-mandated projects.
    Provide internal and external customer service and support.

    Knowledge:

    Education :

    An Associate's Degree in Computer Science, Information Systems/Technology, or a related field is required; however a Bachelor's Degree preferred.


    Experience :
    Five (5) years of progressively responsible experience in systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or management,
    or

    Three (3) years in a multi-platform information systems environment which includes planning, organizing, directing, supervising and coordinating the work of one or more major IT projects and management of staff.

    Certifications

    Incumbents who do not hold the following certifications at the time of hire must obtain all certifications within two (2) years of employment.

    Certifications must be kept current through the course of employment with Placer Superior Court.
    CompTIA A+
    CompTIA N+
    CompTIA S+
    CompTIA Project + (or comparable Project Management certification)

    Desired but not required:
    CCNA, Cisco Security, CISSP, and CISM

    Up to two six (6) month extensions may be granted for individual courses, at the sole discretion of the CEO, if substantial progress is being made toward all certifications.

    The Placer County Superior Court will pay for incumbent to attend class for initial certification and subsequent renewals. The Court will reimburse incumbent for two test per certification and renewal. Failure to obtain or maintain certifications may result in separation of employment.
