    POSTION: Operations Duty Manager (ODM)

    REPORTS TO: Operations Manager

    LOCATION: ALB

    AIRPORT: Albany International Airport

    SUMMARY

    The Airport Operations Duty Manager (ODM), you will perform critical airport management functions to ensure the safe, efficient, and secure operation of the entire airport complex. This is a relief position for administering the airport outside of normal office hours. The incumbent will maintain oversight and constant awareness of changing conditions, activities, and requirements affecting Airport operations. Reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions to ensure that operations are smoothly executed and that the competent personnel are contacted on a timely basis to address emergencies.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:

    • Inspects the operational condition of the Airport complex during each tour of duty and ensures compliance with all related guidelines and requirements. Inspections include but are not limited to landside roads, terminal facilities, airfield runways, taxiways, safety areas, imaginary surfaces, NAVAIDS critical areas and lighting systems.
    • Documents issues, discrepancies, and non-complying conditions concerning 14 FAR Part 139 and 49 FAR Part 1540 and 1542, and tenant activities to appropriate parties and reports for follow-up actions:
    • Monitors progress of corrections; determines severity of discrepancies and priority for corrective action.
    • Closes all or portions of airfield during emergencies; authorizes the issuances of Notices to Airmen (NOTAMs).
    • Initiates and directs the appropriate Contingency Plan(s) and makes decisions on behalf of the Airport Manager during emergencies and other events.
    • Coordinates personnel efforts during emergencies.
    • Serves as a liaison between the Transportation Security Authority (TSA), airlines, tenants and other stakeholders regarding Airport security.
    • Directs and commits resources to ensure the containment of potential threats or incidents.
    • Ensures compliance with "Wildlife Hazard Management" regulations.
    • Directs or initiates action to prevent unsafe operating conditions on the entire Airport complex during inclement weather.
    • Manages the Airport Operations 24-hour Command Center.
    • Monitors the activities and operations of general facility and utility systems.
    • Coordinates with the Public Affairs Department when responding to news media requests.
    • Ensures coordination with the U.S. Secret Service, State Department, Federal Bureau of Investigation (FBI), TSA, and other agencies pertinent to the security of high-ranking officials, foreign dignitaries, or other "high-risk" individuals that warrant special handling.
    • Consults with representatives of air carriers, tenants, concessionaires, and Airports Authority personnel to provide assistance and guidance in resolving Airport Operations situations.
    • Reviews the Airport's Security Plan and other Airport operational documents and drawings.
    • Ensures Airport Daily Activities Report (DAR) is compiled correctly and submitted daily.
    • Is assigned one or more collateral areas/duties on a continuing basis.
    • Plans and coordinates movements of the Snow Teams during winter operations.
    • May initiate and serve in the Incident Command System and the Emergency Operations Center during emergency conditions.
    • May serve in the role of Airport Security Coordinator in that person's absence.
    • May substitute for the Operations Manager in that person's absence.
    • Performs other duties as assigned.

    MANAGEMENT RESPONSIBILITIES

    • Manages all employees on shift in the Operations Department.
    • Is responsible for the overall direction, coordination, and evaluation of this unit while on shift.
    • Carries out management responsibilities in accordance with the organization's policies and applicable laws.
      1. Responsibilities include interviewing, making recommendations for hiring, training employees; planning, assigning, and directing work; appraising performance; addressing complaints, resolving problems, goal setting and appraisals.

    QUALIFICATIONS

    To perform this job successfully, and individual must be able to perform each essential duty satisfactorily.     EDUCATION

    This position requires intermediate level management skills, which demand, primarily mobilizing personnel for emergencies and giving instructions to technical and operative duty personnel to resolve problems the incumbent should have the equivalent of a tertiary degree in a technical area preferably airport operations.

    In addition, the incumbent should have training in:

    • Aviation management
    • Supervision and administration

    REQUIRED EXPERIENCE

    • Six years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR six years of military air operations experience, OR a combination of the two provided that totals six years of operations experience and a bachelor's degree in any field.
      1. An equivalent combination of education and experience may be considered.

    Experience leading, or helping to lead, at least one of the following:

    • Federal Aviation Administration (FAA) airport certification; airport, airline, or military security program; recurring disaster/emergency exercises; or the monitoring and coordination of airport construction and maintenance operations.
    • Knowledge of and ability to apply relevant Federal regulatory requirements governing airports.
    • Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.
    • Ability to recommend and develop new airport operational policies or procedures, as necessary.
    • Knowledge of and ability to perform airport management functions.
    • Ability to analyze complex situations, prioritize issues, and formulate response plans.
    • Ability to make detailed analyses of data and information and make recommendations.
    • Ability to speak and write effectively, with emphasis on communicating sensitive or classified information in an emergency situation.
    • Skill in using a computer and modern software, with emphasis on security access control systems and weather monitoring systems.

    CERTIFICATES, LICENSES, REGISTRATIONS

    Must possess a valid New York State Driver's License as a condition of employment.

    LANGUAGE AND WRITING SKILLS

    Ability to read, analyze, and interpret general industry periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    ANALYTICAL REASONING AND VISUAL DEXTERITY

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    ACCOUNTABILITY/RESPONSIBILITY FOR INDEPENDENT ACTIONS

    This position gets little or no supervision as it performs its duties mainly outside of normal office hours when senior managers are off the job. The incumbent therefore carries a great deal of frontline authority to solve problems arising from unforeseen developments. His/her authority and decision-making revolve around dealing with emergencies such as breakdowns, emergency landings on scheduled flights and security threats and the general security of the plant and safety of passengers.

    He/her authority and scope of independent actions for which he/she will be held accountable include:

    • The general safety of the airport and its protection as an important physical asset.
    • The general safety of passengers and staff and the general comfort of the passengers especially in terms of having access to basic working amenities.
    • The general safety of concessionaires and other service provider as well as their businesses.
    • The operation of the airport with regard to safety and security, electricity and water supplies and sanitation.

    SPECIFIC DUTIES

    The incumbent is responsible to, but by no means limited to the following:

    • Perform regular inspection of all facilities to ensure that they are operationally safe and secure.
    • Prepare a list of all areas which need corrective work and transmit same to the relevant departments.
    • Ensure that key posts are filled and that the personnel are performing in accordance with the required standard.
    • Assign and guide personnel as required.
    • Produce material and services when necessary.
    • Monitor the usage of space on the ramp.
    • Provide information to a range of persons and authorities from time to time.
    • Represent other managers from time to time.
    • Coordinate the activities of all service providers on the airport outside of normal office hours.
    • Find solutions to address emergencies where instructions and precedents do not exist.
    • Ensure the cleanness and safety of all public and passenger areas.
    • Undertake special projects and range of specific tasks as directed by the Operations Manager.
    • Assist in the preparation of the departmental budget.
    • Prepare various reports.
    • Attend meetings as required.

    PERFORMANCE CRITERIA

    The incumbent's impact on the company revolves around safety and integrity of the airport plant, maintenance of a positive passenger perception of the Airport, the safety of the personnel and passengers, and mobilization of personnel on call, when necessary to address emergencies.

    The incumbent's performance is therefore deemed effective satisfactory when:

    • Passengers give the airport service a very favorable rating.
    • Departmental managers get timely reports on operational problems which occur in their departments outside of office hours.
    • Security breaches outside of regular office hours are minimized.
    • Service providers such as concessionaire's car rental agencies and others give after-hours service a very positive rating.
    • All emergencies outside of office hours are satisfactorily addressed.
    • The electricity, water, and general sanitation of the airport outside of office hours are rated above office average.
    • All potential crises arising from unforeseen developments are communicated to the appropriate personnel for the necessary preventive corrective actions to be taken.

    PHYSICAL DEMAND

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

    While performing the duties of this job, the employee is regularly required to stand; walk for extended distances, including ascending and descending stairs, to inspect various areas in the terminal and roadways or to respond to emergencies; frequent climbing of stairs on a regular basis. The employee may be required to work in excess of 40 hours per week on a regular basis. Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. Operates vehicle airside and landside (requires AOA permit). Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. May be subject to night/weekend work. May be subject to the possibility of bomb and various types of terrorist threats, irate passengers, large crowds, airport trespassers with ill intent, and potential exposure to hazardous materials and contagious diseases.

    WORK ENVIRONMENT

    While performing the duties of this job the employee will be regularly exposed to heat dust fumes while working on the airside and exposed to significant noise levels from aircraft while working on the airfield

    A background security investigation will be required for all new hires.
