    In-OfficeEstablished in 1996, East River Family Strengthening Collaborative, Inc. (ERFSC) is one of seven, neighborhood-based Healthy Families Thriving Communities Collaboratives in the District of Columbia. Spearheaded by the DC Child and Family Service Agency and the Annie E. Casey Foundation, ERFSC received its planning grant in April 1996 and its implementation grant in August 1997.

    In 2000, ERFSC separated from its parent organization, Marshall Heights Community Development Organization, to become its own independent 501(c)(3).Our mission is to empower families, youth, seniors, and communities to become more self-sufficient through integrated and collaborative community-based services utilizing evidence-based practices that are family focused and person-centered.

    The organization has fostered major programs such as East of the River Regional Socialization HUB (senior services for Wards 7 & 8), Community Prevention and Support (case management for families), Truancy Prevention, Safe Passages and Family Rehousing and Stabilization Program for homeless families, and two Family Success Centers– Benning Terrace/Benning Park and Benning Road and Minnesota Avenue.

    Learn more at DescriptionThe Chief Executive Officer is responsible for setting and advancing the ERFSC agenda through strategic business strategy, partnership development and relationship building across the community, business, political and nonprofit sectors in Ward 7 and the Washington DC metropolitan area.

    In conjunction with the Board of Directors, the CEO is responsible for raising the visibility and profile of ERFSC.

    The CEO serves as a catalyst in building innovative and enduring community partnerships and programs that align with ERFSC's mission, vision, and strategic priorities.

    In addition to envisioning the strategy and direction of ERFSC, the CEO models and sets ERFSC's culture, values, and behavior.

    Direct reports include the Deputy Director of Family Services, Deputy Director of Senior Services, Director of Community Engagement and Partnerships, Director of Finance and Director of Operations.

    Essential Duties and ResponsibilitiesServes as the public face of ERFSC – manages and directs strategic external relationships including but not limited to DC government agencies (CFSA, DHS, DBH, DHCD, DCPS, OSSE, OVSJG), DC Collaboratives, faith-based partners, and other community-based groups.

    With the support of the Executive Team, oversees the day-to-day operations of the organization.

    Leads fundraising and philanthropy – working with the Board of Directors and Leadership Team, ensures a diverse strategy is implemented to support the organization's sustainability and take advantage of new opportunities for continuity of relevant and effective programs and coalitions as well as robust income-generating ventures.

    Ensures a sound financial structure – in conjunction with the Director of Finance, supports robust fiscal management policies and procedures and strategic initiatives that increase income to ERFSC.Ensures programs are developed based on needs of the community and residents-working with the Deputy for Senior Services, the Deputy for Family and Youth Services and the Director for Community Engagement and Partnerships to develop programs and services based on needs assessments and requirements of funders.

    Develops and maintains diverse funding sources – to include federal and local grant initiatives as well as income generating strategies for ERFSC.

    Enhances Board development – identifies and recruits potential Board members and enhances the board's performance through ongoing board development strategies and supports.

    External relationship enhancement – collaborates with the Director of Community Engagement and Partnerships to build relationships with community partners, the greater Washington business community, political leadership, and other key stakeholders to support ERFSC's vision and mission.

    Ensures quality program development – reviews and approves contracts and advises the senior Leadership team, as needed, to ensure that measurable outcomes across all programs are developed and tracked.

    Identifies community needs and assets – ascertain needs and develops effective partnerships that build the capacity of the neighborhood-based/community service delivery and family support system to include overseeing periodic community needs assessments that are inclusive of the diverse population of Ward 7 and the District of Columbia.

    Building cultureRevenue enhancement – Oversees the development of revenue-generating ventures that support revenue generation, diversification, and sustainability.

    Program and initiative building - Oversees the expansion of youth, senior and family services and Collaborative strategies for addressing community wealth building, mental health needs and health and economic disparities in the District of Columbia.

    Collaborative Expansion- Facilitates the expansion discussion of services and programs outside of Ward 7 and DC.Collaborative program and leaderships - Facilitates and monitors the work of ERFSC with other agencies.

    Brand Awareness - Conceptualizes innovative approaches to build our reach and brand awareness in the DC and greater metropolitan market.

    Operations - Oversees all organizational operations, including, but not limited to, finance, marketing, human resources, quality assurance, and community outreach.

    Annual Budget - With the Deputy of Family and Youth Services, Deputy of Senior Services and the Director of Community Engagement and Partnerships, develops and oversees administration of an annual budget that aligns with the organization's mission and priorities.

    Oversees the Human Resources, and Quality Improvement departments to ensure strategic talent management, development and continuous learning and improvement. Responsible for elevating service quality and program innovation to successfully demonstrate measurable performance results and impact. Strives to grow and generates diverse revenue to achieve and maintain organizational and programmatic sustainability. Elevates ERFSC's brand to increase the perceived value and reputation of ERFSC over time.

    S/he builds and leads the Senior Management and Leadership Teams and ensures sound fiscal and asset management, as well as sound strategic planning, with the Executive Team and the Board of Directors.

    Education and Experience Master's degree in Social Work, Human Services, Management, or a related field is preferred.
    Ten or more (10+) years of nonprofit management experience.
    Five or more (5+) years of experience in an executive or leadership position, preferably at a non-profit organization.
    Knowledge and experience in proposal writing, contract development and project management.
    Demonstrated knowledge and experience in working with DC government.
    Demonstrated experience in program development and oversight.
    Demonstrated experience working with a Board of Directors.
    Demonstrated experience working with residents and community organizations.
    Excellent interpersonal and communication skills (verbal and written).Experience leading, building, and managing teams of 40+ people.
    Demonstrated ability to work in diverse communities and challenging environments.
    QualificationsKnowledge of business functions such as HR, Operations, Finance, Programs and Services, IT, fund development and Communications/Marketing.
    Demonstrable competency in strategic planning and business development.
    Working knowledge of data analysis and performance metrics.
    Development and Fundraising experience.
    Extensive experience in program development and service delivery.
    Exceptional public speaking skills.
    Ability to coach, develop and inspire trust in others. (Staff and Volunteers)Aptitude in decision-making and problem-solving.
    Valid Driver's license.
    Valid Social Work license, if applicable.
    FBI and local police clearance and Child Abuse Registry clearance.
