Under minimal administrative direction, plans, directs, manages, and oversees the activities and operations of the Equity and Community Relations division within the City Manager's Office including special projects, the Clean and Safe program, community engagement, coordination of activities with other departments and outside agencies/stakeholders, and provision of highly responsible and complex managerial support to the City Manager.
Leadership Core Competencies
The following duties are typical for this classification.
Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume full management responsibility for all Equity and Community Relationships initiatives and functions including organizational diversity, equity, and inclusion strategies, as well as programming and outreach related to the Clean and Safe program, special projects, and other directional programs.
Develop, organize, and direct the City's equity and community relationships work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
Provide support and advice to City departments, City Manager, City Council, and the Mayor regarding DEI, Clean and Safe, and other special projects as assigned.
Manage the development and implementation of division goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.
Recommend appropriate service and staffing levels to accomplish goals, objectives, and priorities; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend allocation of resources accordingly.
Select, train, motivate, and evaluate assigned personnel; assess and monitor work load, administrative support and systems; provide or coordinate staff training; work with employees to correct deficiencies and develop additional skills.
Oversee and participate in the development and administration of the division budget; approve the forecast of funds needed for staffing, initiatives, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
Represent the City Manager's Office and the Equity and Community Relationships division and promote the City's equity and community relationships initiatives to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies, organizations, and stakeholders.
Participate on a variety of boards, commissions, and committees.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of equity and community relationships; incorporate new developments as appropriate.
Perform related duties as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
Education/Training :
A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, sociology, public relations, communications, political science, project management, gender studies, or a related field.
Experience :
Eight years of progressively responsible management/administrative analytical work experience including professional experience with cultural and social competency, program management, public outreach, diversity consulting, training, mediation, inclusion services, and/or working with diverse communities including three years of administrative and/or supervisory responsibility.
License or Certificate :
Possession of an appropriate, valid driver's license.
