    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2,000 square mile watershed that extends 125 miles north and west of the City.

    The Bureau of Water Supply seeks to hire an Associate Project Manager III for a position with the Upstate Water Supply Capital Design Program (UWSCDP) Section, Planning Directorate, position located in Kingston, New York.

    The Bureau of Water Supplys Planning Directorate is responsible for the effective initiation and design of capital infrastructure projects in New York Citys upstate water supply in collaboration with the DEPs design bureau and consultants. This position is in the BWS Planning Directorates Upstate Water Supply Capital Design Program (UWSCDP) section, which focuses on capital projects throughout the bureau north of Hillview Reservoir. With over $4B in projects in DEPs capital infrastructure ten-year plan, the UWSCDP sections responsibilities include the rehabilitation and repair of the Upper and Lower Catskill Aqueducts, the advancement of the $1.3B Ashokan Century Program, and the $1.6B Kensico to Eastview Connection Tunnel, among numerous other dam, road, bridge, building and associated facility projects related to the water supply.

    Under general direction, of the Chief, Upstate Water Supply Capital Design Program, the Associate Project Manager III will serve as Senior Capital Design Project Manager and will be the lead for project management for multiple projects on behalf of BWS, with an initial focus on ensuring design and EIS contracts reach 100% completed, then accepting other future capital project responsibilities. Working under general direction, and in close coordination with the Chief/Deputy Chief of Upstate Water Supply Capital Design Program (UWSCDP) Section, the selected candidate will serve as a Senior Capital Design Project Manager (CDPM) through the design phases and will be responsible for assisting with the successful and timely implementation of current and future projects on behalf of the Bureau of Water Supply. Specific duties include:

    General:

    The primary and related projects include coordination of:

    Water Supply Resource Recovery Facilities program BWS lead liaison.

    Design and Construction of dam rehabilitation projects both east and west of the Hudson River in NYCs upstate watershed area.

    Bridge repair and/or replacement projects.

    Design Build pilot projects.

    General projects involving aqueducts, tunnels, reservoirs or water conveyance systems.

    Assistance with the Rondout-West Branch Tunnel project construction, if needed.

    Other projects associated with any of the above stated projects.

    Daily:

    Develop meeting agendas and attendees. Lead meetings, note next steps, and ensure successful follow-through.

    Ensure that all deliverables are reviewed in a timely manner.

    Provide comments and recommendations on project scope, schedule, budget, and risks.

    Serve as liaison between BWS and BEDC, facilitating requests for information and monitoring field work.

    Serve as liaison within BWS to coordinate reviews and escalate issues as they arise.

    Develop presentations for a wide variety of audiences both internal and external to DEP.

    Coordinate meetings and site visits.

    Track and effectively respond to requests for information.

    Conduct research or files searches on a wide variety of subjects related to NYCs water supply system.

    Monthly:

    Serve as a representative with outside agencies and communities on a wide-variety of projects and issues.

    Provide briefings to senior staff in a thorough and organize fashion, and within the scheduled timeframe.

    Disseminate documents for BWS review, track responses and compile comments.

    Manage capital budget on behalf of UWSCDP for projects in this positions portfolio, provide justifications and respond to requests for information.

    Ensure project responsibilities to regulatory deadlines are met.

    Annually:

    Provide briefing materials for State regulator briefings.

    Provide updates for FAD-related projects.

    License Requirement

    At the time of appointment, candidates must possess a Motor Vehicle Driver License valid in the State of New York. Employees must maintain this license for the duration of employment.

    Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected, including exposed heights and confined spaces; standing for extended periods of time; distinguishing colors; bending, stretching, and stooping during inspections; communicating orally; climbing over and around various objects; walking in areas that may be damp, moldy, dark, dusty, smoky, vermin infested, noisy, acrid, or containing fumes, emissions, extreme heat and cold, lead dust, asbestos, or other potentially hazardous material; and working outdoors in all kinds of weather.

    Special Working Conditions: Associate Project Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

    Preferred Skills:

    Proficiency in Microsoft Office including Word, Excel, Project and OneNote

    Experience with Life-cycle project management

    Experience with highly complex project management

    Experience with legal review of projects

    Experience with water supply management

    Experience with budgeting

    Experience with scheduling

    Experience with project initiation and System-wide Asset planning

    Experience with design and construction phase project management

    Excellent analytical and critical thinking skills

    Ability to simultaneously understand complex projects and manage details effectively.

    Ability to understand how a small change to a project component can affect big-picture scope, schedule, and budget.

    Excellent interpersonal skills and ability to mediate conflicts.

    Management experience preferred.

    Drivers license valid in the State of New York

    Ability to travel, as necessary, to other BWS locations

    Residency Requirement:

    New York City residency is not required for this position.

    Hours/Shift:

    35 Hours per week / Day shift, may be required to work Saturdays, Sundays, and holidays.

    Kingston is a City in Ulster County, New York approximately 90 miles north of New York City.

    Qualifications

    One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

    1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

    2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

    3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Masters degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

    In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
