    The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

    Position Summary

    Reporting to the Chair and the Director of Academic Administration and Finance (DAAF) in the Department of Economics, the Business Manager is responsible for overall financial management and budgeting of all administrative and programmatic budgets, and for oversight of all instructional, research, and administrative appointments and payroll.

    Responsibilities

    • Develops, implements, and tracks budgets with periodic reforecasting for accounts totaling $8+ million. Generates monthly and quarterly financial reconciliation reports and projections as needed. Prevents overdrafts and ensures compliance with University and governmental policies; provides ongoing monitoring of accounts and explanations for variance reports; resolves financial problems. Works closely with the Office of the EVP for A&S to perform fiscal year-end closing.
    • Supervises the administration of 85+ faculty research accounts (each with special clauses) in addition to other departmental accounts, initiatives, program budgets, gift accounts, and endowments. Provides budget and financial analysis support to the Chair, the DAAF, and faculty. Builds departmental business plans and financial forecasts, both for the current year as well as multi-year estimates, to produce an in-depth analysis of programs and services.
    • Acts primarily as financial approver and serves as backup initiator, as needed, for department HR and finance systems, including but not limited to ARC, PAC (People at Columbia), Labor Accounting, P-card, FDS, and the Budget Tool.
    • Holds responsibility for processing hiring and payroll transactions, including salary distribution, cost transfers, and additional compensation for instructional faculty hires (ca. 4 full-time per year including visitors, 15 part-time per term); ca. 150+ student appointments each academic year (TF, RF, GRA, MA TA, TAIII, and graders); 20-30 summer DRA appointments; 6 full-time research staff appointments per year and additional as necessary. Responsible for monitoring and clearing suspense; working with ISERP on grant-funded compensation for faculty and students.
    • Supervises full-time Financial Assistant, monitoring progress towards SMART goals (specific, measurable, attainable, relevant, time-bound). Provides guidance to departmental faculty, staff, and students on University and A&S financial policies and processes.
    • Oversees hiring of the department's casual and work-study staff (ca. 25 per term); reviews and approves payroll for casual and work-study employees, and ensures compliance with I-9 and NYS DOL 195 policies and procedures.
    • Responsible for knowing and interpreting all University financial policies and systems, complying with internal audit, government, and private agency regulations on financial disbursements. Oversees day-to-day Accounts Payable and Purchasing operations for high-volume financial activities which include data set purchases (through contracts), foreign vendors, as well as annual recruitment budgets for faculty, staff associates, etc.
    • Serves as the department's Secondary Effort Reporting Coordinator and supervises administration of departmental participation in the Faculty Research Allowance Program, as well as other Arts and Sciences reimbursement and special funding programs for faculty.
    • Performs other financial and administrative duties as required.

    Minimum Qualifications

    • A bachelor's degree or its equivalent and three to five years of relevant experience including financial and supervisory responsibility required.
    • Computer literacy, including proficiency with Excel, and the ability to acquire skills of the University's financial and personnel systems required. Must be capable of working independently, as well as collaboratively, and take independent ownership of projects.

    Additional Position-Specific Minimum Qualifications

    • Ability to handle confidential financial information with judgment and discretion. Strong communication, interpersonal, and organizational skills required. Ability to establish priorities independently without supervision with good judgment. Must be willing to adjust work schedule and time off according to the needs of financial deadlines.

    Preferred Qualifications

    • Previous work experience in higher education administration is preferred.
